Aranda de Duero approves ordinance to regulate scooters and PMVs

The Aranda de Duero City Council has initially approved the municipal ordinance regulating the use of bicycles and personal mobility vehicles (PMVs) in the municipality. The agreement, adopted by the Plenary at its session of 30 July 2025, is subject to public information and hearing for a period of 30 days, as published in Official Bulletin of the Province of Burgos number 155 of Tuesday, 18 August 2026.

The legal basis for the regulation is found in Articles 49 and 70.2 of Law 7/1985, of 2 April, regulating the Bases of Local Government. Aranda de Duero is the most populous municipality in the province of Burgos after the capital, making this ordinance a significant reference for urban mobility in the region.

Procedure and period for objections

The ordinance will be definitively approved if no claims or suggestions are submitted during the public information period, without the need for a new express agreement by the Plenary. Scope of the regulation

The ordinance affects all users of electric scooters, electric bicycles and other personal mobility vehicles travelling through the municipality of Aranda de Duero. The regulation establishes the conditions of use on public roads, seeks to guarantee the safety of pedestrians and drivers, and adapts the local framework to state regulations on PMVs.

Context: personal mobility in Spain

The approval of this ordinance is part of a legislative drive that the regulation of personal mobility vehicles has experienced in recent years. Following the entry into force of Royal Decree-Law 19/2021, Spanish municipalities now have tools to adapt these state regulations to their specific needs.

The city of Aranda de Duero, with a population exceeding 33,000 inhabitants, thus joins other Castilian-Leonese municipalities that have chosen to autonomously regulate the use of electric scooters and other PMVs in their urban areas.
