Arakaldok has appointed Aitor Cascallana to replace Deputy Mayor Díaz Martínez

The Mayor of Arakaldo, Humberto Perea Añibarro, has appointed Aitor Cascallana Corada as the municipal deputy mayor, following the resignation of José Antonio Díaz Martínez from his position as councilor. The appointment was made via mayoral decree number 94/2026, dated September 8, 2026, and was published in the Boletín Oficial de Bizkaia, issue 177, on September 16, 2026, in section II. The official publication includes two decisions: the acceptance of Díaz Martínez’s resignation and the appointment of Cascallana.
Resignation and its consequences
José Antonio Díaz Martínez was a councilor and deputy mayor of Arakaldo. The City Council, in its meeting on September 8, 2026, took note of his resignation as councilor, and consequently, the council seat became vacant. According to the decree, resigning from the position of councilor also entailed resigning from the position of deputy mayor, as that role requires being a member of the corporation.
Regulations:
- Organic Law 5/1985, of June 19, General Electoral Regime: Article 182 establishes that when a councilor resigns, the seat shall be assigned to the next candidate or substitute on their list, following the order of the list.
- Law 7/1985, of April 2, regulating the Bases of Local Regime: Article 23 grants the mayor the authority to appoint the deputy mayor.
- Regulation on the Organization, Operation and Legal Regime of Local Entities: Articles 46 and following regulate the appointment procedure and publication.
- Instruction 1/2025, of January 30, from the Central Electoral Board: specifies the criteria for granting accreditation.
New appointment
The Mayor, exercising his powers, appointed Aitor Cascallana Corada as deputy mayor, with the corresponding legal duties and powers. The decree specifies that the deputy mayor shall replace the mayor in case of vacancy, as well as when the mayor is absent or ill, following the order of appointment.
Likewise, the decision includes the following procedures:
- Sending the certification of the City Council’s agreement regarding Díaz Martínez’s resignation to the corresponding Electoral Board, to carry out the accreditation of the candidate or substitute from the list.
- Notifying the interested parties of the decree.
- Publishing the appointment of the deputy mayor in the Boletín Oficial de Bizkaia, according to article 46.1 of the regulation.
- Informing the City Council of the decree at its first meeting.
- The decree shall take effect from the day it is signed, that is, from September 8, 2026.
Official publication and context
The publication was made in issue number 177 of the Boletín Oficial de Bizkaia journal, on September 16, 2026, in section II, offered to the Local Administration of the Historical Territory of Bizkaia, on pages 1 and 2. The official reference is BOB-2026a177-(II-4777). In the same issue, the Arakaldo City Council also published the final approval of the 2025 General Accounts, approved in the council meeting of September 8.
Impact
This appointment completes the municipal government of Arakaldo, filling the vacancy created by a councilor’s resignation. The new deputy mayor will ensure the representation of the mayor in cases of vacancy, absence, or illness, thereby ensuring the continuity of municipal decisions. At the same time, the Electoral Commission must provide the corresponding accreditation to the next candidate on the list so that the corporation remains complete.
