Aragón opens for public consultation the decree regulating the Book Bank
Por FactBox Admin

The Department of Education, Science and Universities of the Government of Aragon has submitted for public consultation the draft Decree regulating the Book Bank system and other curricular materials in non-university educational centers supported by public funds. The decision is formalized through the Resolution of October 15, 2026, by the Director General of Educational Policy, Planning, Equity and Training, published in the Official Gazette of Aragon number 209, dated October 28, 2026, with the official reference BOA20261028030. The process is resolved via an urgency procedure and allows only seven business days to submit allegations.
The file began months ago: through the Order of June 5, 2026, by the Minister of Education, Science and Universities, it was agreed to initiate the administrative procedure to draft the Decree project. The text is not limited to textbooks, but rather organizes the entire “Book Bank system and other curricular materials,” and its scope of application covers non-university educational centers supported by public funds in the Autonomous Community of Aragon—that is, the network of schools and institutes financed with public money.
The regulation under processing must comply with the hearing and public information procedures according to Article 47 of the consolidated text of the Law of the President and the Government of Aragon, approved by Legislative Decree 1/2022, of April 6. Furthermore, the procedure follows the urgency processing provided for in Article 50 of the same consolidated text, which explains the brevity of the period now open.
Seven business days and calculation of the deadline
The resolution sets a deadline of seven business days starting from the day following its publication in the Official Gazette of Aragon, meaning the calendar activates on October 29, 2026, and concludes on Friday, November 6, 2026. During this period, any natural or legal person who deems it appropriate may examine the project and submit the allegations and suggestions they consider pertinent. The deadline affects both families with children enrolled in centers supported by public funds and the centers themselves, which will be the direct recipients of the future decree, without excluding entities and groups that wish to comment on the text.
Where to consult the text and how to appeal
- The full text of the project is available on the Transparency Portal of the Government of Aragon, at the address sena.aragon.es/iniciativa/6224.
- Allegations must be submitted in writing and addressed to the General Directorate of Educational Policy, Organization, Equity and Training of the Department of Education, Science and Universities.
- Submission may be made at the registries and offices provided for in article 16.4 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.
- The period enabled for allegations is seven business days, not the usual fifteen in ordinary processing.
Who signs and what is being examined
The resolution bears the signature of José Luis Ferrando Castro, General Director of Educational Policy, Organization, Equity and Training, and is dated in Zaragoza on October 15, 2026. The document is published in section V, Announcements, other announcements section, of the regional official gazette. What is presented is not yet the current regulation, but the draft Decree which, once approved by the Government of Aragon, will replace the current framework for the loan and reuse of materials in non-university education supported by public funds.
The closing of the deadline on November 6 makes the next week and a half the only real window for participation for families, centers, and interested entities. Anyone wishing to influence the final text of the Book Bank must do so in writing and within those seven business days, as the urgent processing significantly shortens the margin usually offered by the public information process.
