Aragón reajusta 17,6 millones en ayudas de accesibilidad de vivienda

The General Directorate of Housing of the Government of Aragon has approved a resolution, dated September 1, 2026, modifying the distribution of credit among the aid lines for subsidies for accessibility rehabilitation in buildings and homes. The readjustment, published in the Official Gazette of Aragon number 178, of September 14, 2026, reassigns the surplus funds from the province of Teruel to Line 1 of the same province and to Line 3 of Zaragoza, without altering the total budget of the call.

The measure is adopted in application of article 31.3 of the call, which allows the managing body to distribute the unexhausted balance of one province among the others based on needs, without opening a new application period or restarting the resolution countdown.

Regulatory Framework and Budget

The aid comes from Order FOM/1489/2023, of October 24, published in the BOA number 209, of October 30, 2023, which called for accessibility rehabilitation subsidies under the Housing Plan 2022-2025. The credit was subsequently expanded through Order FOM/1197/2024, of September 27, and Order FOM/1412/2025, of October 16, reaching a total available budget of 17,619,540 euros.

The initial distribution by province and line was as follows:

  • Huesca: €3,114,060 (Line 1: €454,260; Line 3: €2,659,800).
  • Teruel: €2,146,040 (Line 1: €110,556; Line 3: €2,035,484).
  • Zaragoza: €12,359,440 (Line 1: €294,816; Line 3: €12,064,624).

Reasons for the Readjustment

The Provincial Sub-directorate of Housing of Teruel concluded the processing of the Line 3 files, leaving a surplus of €94,406.24, while Line 1 of the same province requires an additional €60,211.60 to address all applications that meet the requirements. In parallel, in Zaragoza, there are Line 3 applications for more than 30 million euros against an available credit of €12,064,624.

The approved readjustment is as follows:

  • Teruel Line 3: decreases by €94,406.24.
  • Teruel Line 1: increases by €60,211.60.
  • Zaragoza Line 3: increases by €34,194.64.

Final Distribution and Effects

Following the readjustment, the total budget remains at €17,619,540, but its distribution among lines and provinces changes: Teruel becomes €2,111,845.36 (Line 1: €170,767.60; Line 3: €1,941,077.76) and Zaragoza becomes €12,393,634.64 (Line 3: €12,098,818.64). The funds are charged to item 13050/4312/780186/39157 of the 2026 Budget of the Autonomous Community.

The resolution, signed by the Director General of Housing, M.ª Pía Canals Lardiés, does not exhaust administrative remedies; therefore, an administrative appeal (recurso de alzada) may be filed before the Regional Minister of Housing, Public Works, Logistics, and Territorial Cohesion within one month of its publication.

The readjustment ensures that unexecuted funds in one province are redirected to where there is real demand, allowing more accessibility rehabilitation requests for homes in Aragon to be addressed without the need for new calls for applications or additional deadlines.
