Aragón publishes the environmental impact statement for the Stellantis wind farm

The Official Gazette of Aragon number 174, dated September 8, 2026, publishes the announcement from the Aragonese Institute of Environmental Management (INAGA) publicizing the Resolution of August 10, 2026, which formulates the environmental impact statement (EIS) for the phase 4B wind farm project of 28 MW and its evacuation infrastructure, as well as the project for the installation of a 15 MW BESS storage system with surpluses, connected to the internal medium-voltage network for hybridization. The project is located within the municipal boundaries of Figueruelas and Pedrola (Zaragoza) and is promoted by Stellantis España, SL.
The processing corresponds to the Zaragoza Provincial Service of the Department of Presidency, Economy and Justice, and the file is identified with the Industry reference G-Z-2026-012 and file number INAGA 500306/01/2026/4176. Project Scope
The action combines wind generation and energy storage under a self-consumption regime with surpluses, through the hybridization of the wind module and the battery system, under the internal designation “Opel phase 4B”. The basic data of the file are:
- Holder: Stellantis España, SL.
- Affected Municipalities: Figueruelas and Pedrola (Zaragoza).
- Description: Ordinary EIA of file G-Z-2026-012, self-consumption with surpluses, hybridization of wind module and storage “Opel phase 4B”.
- Wind Power: 28 MW.
- BESS Storage: 15 MW with surpluses, connected to the internal medium-voltage network.
Regulatory Framework and Issuing Body
The environmental impact statement is formulated by INAGA, the competent environmental body of the Autonomous Community of Aragon, within the framework of the ordinary environmental impact assessment provided for in Law 11/2014, of December 4, on Environmental Prevention and Protection of Aragon. The announcement is inserted in section V of Announcements, other announcements section, of the Department of Environment and Tourism.
