Aragón extends large family certificates for Huesca and Zaragoza

The Government of Aragon has automatically extended the validity of large family certificates (títulos de familia numerosa) domiciled in the provinces of Huesca and Zaragoza, which were set to expire on September 19, 2026. The measure is formalized through Order DBF/1344/2026, of September 4, published in the Official Gazette of Aragon number 182, of September 18, 2026, and signed by the Vice President and Councilor for Deregulation, Social Welfare, and Family, Alejandro Nolasco Asensio. The regulation comes into effect on September 20, 2026, one day after the deadline that would have rendered thousands of certificates void.

The regulatory framework and immediate precedent

The order is based on Article 12 of Decree 75/2023, of May 17, of the Government of Aragon, which regulates the recognition of large family status and allows for the agreement, via a reasoned order from the head of the competent department, of an extension of the certificate’s validity while its renewal is being processed. Competence lies with the Department of Deregulation, Social Welfare, and Family, which exercises it through the General Directorate for Family, Childhood, and Natality, according to the structure established by Decree 18/2024, of January 30, and by the reorganization decrees of May 3 and 4, 2026 (Decree 27/2026).

The direct precedent is Order BSF/457/2026, of February 24, published on March 19, 2026, in the Official Gazette of Aragon number 54, which had already extended these same certificates until September 19, 2026. The new order “chains” a second automatic extension to the previous one to prevent families from losing access to the benefits regime.

Accumulation of files and automatic extension

The text justifies the urgency due to the “situation of accumulation of tasks in the processing of certificates and cards,” caused by the high number of files that must be renewed in recent months, which is generating delays with a direct impact on Aragonese families. The operative agreement establishes:

• Automatic extension of the validity of certificates domiciled in Zaragoza and Huesca, maintaining all effects recognized in the legislation for the protection of large families.
• Alternate and automatic renewal for certificates enjoyed in alternating periods with the other parent following a separation or divorce, respecting the period that would have normally corresponded.
• Obligation for all holders whose certificates expire during the extended period to still request renewal.
• Loss of associated benefits when the certificate is terminated due to no longer meeting the conditions that granted access to it.
• Limited validity: the order ceases to have effect six months after its entry into force.

Publicity, proof of title and appeals

The order will be published in the Official Gazette of Aragon and will have additional publicity on the electronic headquarters of the Government of Aragon, at the address https://www.aragon.es/-/familias-numerosas. Furthermore, it may be displayed to prove the validity of the title or card, in accordance with article 5 of Decree 75/2023, of May 17.

Against the regulation, which exhausts the administrative route, the following may be filed:

• Contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of Aragon, within two months from the day following its publication.
• Optional appeal for reversal before the same body, within one month.

Impact for families

The extension prevents large families in Huesca and Zaragoza from losing the benefits linked to the title—deductions, bonuses, and grants—on September 19 while their renewal files are being resolved. The text itself emphasizes that the measure prevents the negative impact of such loss on childhood and adolescence, whose best interests are an inescapable obligation of public administrations. The validity of the extension extends, in principle, until March 2027.
