Aragón appoints career civil servants in three scales and closes selection processes

The Department of Finance, Interior and Public Administration of the Government of Aragon has appointed career civil servants in three scales of the regional Administration through three orders signed on September 16 and published in the Official Gazette of Aragon number 190, dated September 30, 2026. The resolutions, with references BOA20260930002, BOA20260930003, and BOA20260930004, close the corresponding selection processes and assign the first definitive destination to the successful candidates. The publication appears in section II, Authorities and Personnel, subsection a) Appointments, situations and incidents.

Regulatory framework and issuing body

The three orders are issued at the proposal of the General Directorate of the Civil Service and under article 28.2 of the consolidated text of the Law on the Organization of the Civil Service of the Autonomous Community of Aragon, approved by Legislative Decree 1/1991, of February 19, and article 3.3.k) of Decree 208/1999, of November 17, on the distribution of competencies regarding personnel.

Orders HAP/1394/2026 and HAP/1395/2026 also invoke Decree 127/2026, of July 22, which establishes the organic structure of the Department of Finance, Interior and Public Administration; HAP/1396/2026 refers to Decree 202/2024, of November 29, on the organic structure of the same department. All three bear the signature of the Minister of Finance, Interior and Public Administration, Roberto Bermúdez de Castro Mur, and are dated in Zaragoza on September 16, 2026.

Sociologists and Political Scientists: one appointment in Finance

ORDER HAP/1394/2026 appoints career civil servants to the Body of Senior Officials of the Administration of the Autonomous Community of Aragon, Higher Administration Scale, Sociologists and Political Scientists, corresponding to call code 240112. The selection tests had been convened by Resolution of November 19, 2024, from the Director General of the Civil Service.

Administrative Staff: destination in Agriculture, Livestock and Food

ORDER HAP/1395/2026 appoints career civil servants to the Executive Body of the Administration of the Autonomous Community of Aragon, General Administrative Scale, Administrative Staff, with call codes 220039 and 240004. The processes derive from the resolutions of December 21, 2021, and April 2, 2024, from the Director General of the Civil Service.

• María José Morcillo Fortic, DNI *4877, RPT number 2238, in the Department of Agriculture, Livestock and Food, Huesca.

Nursing Assistants: two appointments for stabilization

ORDER HAP/1396/2026 appoints career civil servants to the Auxiliary Body of the Administration of the Autonomous Community of Aragon, Auxiliary Nursing Scale, Nursing Care Assistants, with call codes 230078 and 240055. In this case, the selection procedure was the extraordinary stabilization of temporary employment, by merit competition, convened by the Resolution of December 19, 2022, of the Director General of Public Service and Quality of Services, and by the Resolution of May 29, 2024, of the Director General of Public Service.

The annex of the order, identified as an expansion by merits within the OEP 2022-23, includes two appointments, both destined for the Aragonese Institute of Social Services in Zaragoza:

• M.ª Elena Bretos Pina, DNI *1055, RPT number 11932.
• Jahaira Maritza Corrales Andino, DNI *8745, RPT number 13402.

Deadlines, requirements, and appeals

The appointed persons must abide by the Constitution and the Statute of Autonomy of Aragon according to the formula approved by the Order of November 19, 1986, and present the declaration on incompatibilities provided for in article 13 of Royal Decree 598/1985, of April 30, or the option contemplated in article 10 of Law 53/1984, of December 26.

• The taking of possession of the assigned position must be formalized within one month from the day following the publication of each order.
• Against the orders, which end the administrative route, an optional appeal for reversal may be filed before the Councilor of Finance, Interior, and Public Administration within one month.
• A contentious-administrative appeal may also be filed before the Contentious-Administrative Court within two months.

Impact

The three appointments consolidate as career civil servants the persons who passed their respective selection processes and assign them a first permanent destination, thereby closing the selection phase and opening the phase of effective incorporation into the positions. The destinations are distributed between Zaragoza and Huesca and affect three different areas of the regional Administration: general administration, social services, and auxiliary health.
