Aragón nombra funcionarios de carrera a los docentes aptos de Secundaria y FP

The Department of Education, Science and Universities of the Government of Aragon has approved the file for the competitive examination convened by Order ECD/137/2025, of February 4, and proposes the appointment as career civil servants of the candidates declared fit in the internship phase. The decision is published in the Official Gazette of Aragon number 211, of October 30, 2026, through Order ECU/1576/2026, of October 13 (official reference BOA20261030008), within section II, Authorities and Personnel.

The Order comes after base 12 of the call required—once the internship phase was concluded and it was verified that the persons declared fit met the general and specific participation requirements—that the Department approve the file of the selection procedure and publish it in the regional official gazette. The internship phase was regulated by the Resolution of August 4, 2025, of the Director General of Personnel, Training and Innovation.

The legal framework invoked by the Department is article 32 of Royal Decree 276/2007, of February 23, which approves the Regulations for entry, access and acquisition of new specialties in teaching bodies, together with the powers attributed by Decree 141/2026, of July 29, regarding the organic structure of the Department. The document is signed in Zaragoza by the counselor Carmen M.ª Susín Gabarre.

Four annexes, four different situations

The Order organizes the candidates into four groups, each with its own annex:

  • Annex I: candidates declared fit in the internship phase by the corresponding evaluation commissions, proposed as career civil servants effective September 1, 2026.
  • Annex II: persons exempt from the evaluation of the internship phase in application of base 9.5 of the call, who are also proposed for appointment, regardless of whether they opted to complete the internship or remain in their bodies of origin during the 2025/2026 academic year.
  • Annex III: candidates who requested the postponement of the internship phase under base 11, declared in that situation and authorized to complete it in the 2026/2027 academic year.
  • Annex IV: candidates declared unfit by the qualifying commission, who are authorized to repeat the internship phase during the 2026/2027 academic year.

Affected bodies and effects of the appointment

The selection procedure covers entry and access to four teaching bodies: Secondary Education Teachers, Official Language School Teachers, Plastic Arts and Design Teachers, and Specialist Teachers in Singular Sectors of Vocational Training. The call also included the procedure for the acquisition of new specialties by the civil servants of those same bodies.

The appointment takes effect from September 1, 2026, for those included in Annex I, which implies that the incorporation into the staff is retroactive to the start of the school year already underway. The annexes containing the nominal list of affected persons are not reproduced in the text of the Order: they can be consulted via the link “CONCURSO OPOSICION 2025 - Educaragon” or through the document verification service of the Government of Aragon website, using the code CSVCQ0PUNA1K91S0XFIL.

Deadlines and means of appeal

An optional appeal for reversal may be filed within one month against the Order, counted from the day following its publication in the Official Gazette of Aragon, in accordance with articles 123 and 124 of Law 39/2015, of October 1. The appeal for reversal must be filed electronically through the processing support service or at any of the public registries provided for in article 16.4.a) of the same regulation.

Alternatively, interested parties have two months to file a contentious-administrative appeal, also from the day following publication, in accordance with Law 29/1998, of July 13, regulating the Contentious-Administrative Jurisdiction.

Impact on the course staff

The resolution administratively closes a selection process that began in February 2025 and affects thousands of applicants throughout the community, both regarding consolidated appointments and situations of postponement and repetition that will be resolved throughout the 2026/2027 school year. For educational centers, the consolidation of these positions means stabilizing part of the teaching staff and reducing dependence on interim personnel, while unsuccessful applicants retain an open path to obtain career civil servant status next school year.
