Aragón modifies the guidelines for FITE and Just Transition grants in Teruel

Aragón modifica las bases de las ayudas FITE y Transición Justa en Teruel

The Government of Aragon has modified the regulatory bases for aid from the Teruel Investment Fund (FITE) and the Just Transition Fund (FTJ) to extend the period during which companies can submit their pre-application for aid. The measure is detailed in Order ECE/1425/2026, dated September 22, published in the Official Gazette of Aragon number 195, dated October 7, 2026 (csv BOA20261007001). The regulation is signed by the Minister of Economy, Competitiveness, and Employment, Eva Valle Maestro.

The Order modifies two current aid regimes. On one hand, Order ICD/1859/2022, dated December 15, which establishes the regulatory bases for granting aid to investment projects that contribute to the transformation of the economic model of the province of Teruel, published in the extraordinary “Official Gazette of Aragon” number 13, dated December 21, 2022, and already modified by Order PEJ/1869/2025, dated December 19, and Order PEJ/156/2026, dated February 3. On the other hand, Order EEI/373/2024, dated March 8, which sets the regulatory bases for subsidies for investment projects within the framework of the Just Transition Fund (FTJ) for the 2021-2027 period in the province of Teruel, published in the “Official Gazette of Aragon” number 80, dated April 25, 2024, and modified by Order PEJ/176/2025, dated February 9, Order PEJ/1693/2025, dated November 24, and Order PEJ/156/2026, dated February 3.

Both regimes are managed by the Aragonese Institute of Development, a public law entity attached to the Department of Economy, Competitiveness, and Employment, by virtue of the Decree of May 3, 2026, of the President of the Government of Aragon.

What changes: more leeway for the pre-application

The change affects section 1 of article 3 of Order ICD/1859/2022 and section 1 of article 13 bis of Order EEI/373/2024, both dedicated to the incentive effect. The previous wording established the period for submitting the pre-application as the time between January 1 of the same year in which the call is published and its publication date.

The regional Executive argues that the pace of investment does not always coincide with administrative deadlines and that, to provide full coverage for the eligible period of both lines, it was necessary to extend that deadline. With the new wording, investments planned between the day following the end of the application period of the last call and the publication date of the next one may be taken into account, provided that the entity has previously submitted an electronic pre-application.

Two aid regimes for Teruel

FITE aid is implemented through four subsidy lines for investment projects in fixed assets intended for:

  • Promote the establishment, development, and consolidation of the productive business fabric, especially industrial, and the creation and maintenance of employment.
  • Favor an environmentally sustainable economic model.
  • Encourage research, development, and innovation.
  • Support investment projects for public infrastructure.

The FITE is funded in equal parts by the General State Administration and the Government of Aragon, and is an instrument of inter-administrative collaboration whose main mission is to correct the economic and territorial imbalances of the province, which is not a beneficiary of the Interterritorial Compensation Fund.

For its part, the guidelines of the Just Transition Fund deploy five lines of aid:

  • Line 1: digitalization of small and medium-sized enterprises (SMEs).
  • Line 2: business development and internationalization of SMEs.
  • Line 3: demonstration and support measures for energy efficiency in SMEs.
  • Line 4: design, implementation, and monitoring of smart energy systems and their storage.
  • Line 5: promotion of the circular economy for the reuse, recycling, and recovery of produced waste.

Pre-application requirements and processing

The pre-application, in accordance with Article 6.2 of Regulation (EU) 651/2014, must contain the name and size of the company; the description of the investments with their start and end dates and their location; the list of project costs; the type of aid requested and the amount of public funding needed, with express mention that the grant is requested under these guidelines; and the financing plan, distinguishing between public and private sources.

Once the call for applications has opened, the company must necessarily submit a final application within the same period. Only one pre-application per company and call is admitted in the case of the FITE, and one per company and call for each type of aid line in the case of the FTJ; if several are submitted, the last one will be considered.

The processing includes favorable reports from the Delegated Comptroller and the General Directorate of Legal Services, both dated August 27, 2026. The Order will enter into force on the day following its publication in the “Official Gazette of Aragon”.

The modification gives more leeway to companies and investors in the province of Teruel to anticipate their projects without losing the right to the grant, a key aspect in funds that compensate for Teruel’s exclusion from the Interterritorial Compensation Fund and that channel the transition towards a more digital and green economic model.
