Aragón convoca tres millones para formación tecnológica de desempleados

The Department of Economy, Competitiveness and Employment of the Government of Aragon has announced the 2026 grants for the Wave Plus Unemployed Plan, endowed with three million euros, destined for vocational training actions for employment “primarily of a technological nature.” The call is approved by Order ECE/1597/2026, dated October 16, signed by Councilor Eva Valle Maestro and published in the Official Gazette of Aragon number 212, dated November 3, 2026 (reference BOA20261103021), with an extract in the announcements section under reference BOA20261103026 and identification number BDNS 936188.

The regulation is based on Law 30/2015, of September 9, and the regulatory bases of Order TMS/368/2019, of March 28, and its management corresponds to the Aragonese Employment Institute (INAEM). The purpose is to update labor competencies and improve the employability of people “primarily unemployed” in Aragon through specialties from the Catalog of the State Public Employment Service (SEPE), in line with the axis of the Aragonese Economic Development Strategy 2021-2030, which seeks to provide training in digital competencies and respond to the profiles demanded by companies.

Three million over two annual installments

The total credit amounts to 3,000,000 euros, with 1,500,000 euros in 2026 and another 1,500,000 in 2027, distributed across four budgetary applications:

  • G/3221/440146/33004: 1,000 euros (500 per installment).
  • G/3221/460112/33004: 60,000 euros (30,000 per installment).
  • G/3221/470086/33004: 2,130,000 euros (1,065,000 per installment).
  • G/3221/480416/33004: 809,000 euros (404,500 per installment).

The funds come from the Ministry of Labor and Social Economy, charged to the General State Budgets of 2025 extended for 2026, and are transferred to the community with funding fund 33004. The 2027 expenditure is conditional upon the existence of adequate and sufficient credit.

Beneficiary entities and limits per center

Training entities whose centers are registered, as of the date of publication, in the Registry of Collaborating Centers for vocational training and professional insertion of Aragon or, where applicable, in the State Registry of Training Entities, provided they have registered facilities in Aragonese territory, may apply. The actions will be delivered exclusively in face-to-face mode and groups will have between eight and thirteen participants, with the possibility of admitting up to three additional people without an increase in the aid.

Each entity will submit a single application and may request a maximum of two actions per specialty and center, with a cap of 150,000 euros per center. The grant finally awarded per center may not exceed 50,000 euros, and actions with a total score of less than 40 points will not be financed.

Priority groups and distribution by regions

At least 70% of those starting each training action must be unemployed and registered as job seekers. Priority will be given to low-skilled individuals, long-term unemployed (360 days within the previous 540), victims of terrorism, immigrants from outside the EU and EEA, women who have not entered the labor market for more than five years or residents of municipalities with fewer than 30,000 inhabitants, people with a disability of 33% or higher, and groups in a situation or at risk of exclusion.

The budget is distributed based on the unemployed population of nine regional zones: Pyrenees, central Huesca, Somontano and Cinca, Alto Teruel, Bajo Aragón and Mining Zone, Jalón valley, Alto Ebro, central Zaragoza, and Ribera baja del Ebro. If there is surplus credit in any zone, the difference will be incorporated into the central Zaragoza zone.

Five days to apply and three months to resolve

The submission period is five business days from the day following the publication of the call. The form is completed in the Pas Web Desempleados SEPE 2026 application and submitted via electronic registry, through procedure 236 of the electronic headquarters of the Government of Aragon. The resolution corresponds to the General Management of INAEM within a maximum period of three months; administrative silence is dismissive, and an administrative appeal may be filed before the counselor in the month following notification. Payment will be made in two annual installments, with advances of up to 25% and another 25%, or a single advance of 50% upon accreditation of the start of training.

The call is of interest to a triple audience: training entities seeking funding, unemployed individuals needing digital qualifications, and companies demanding technological profiles. With three million distributed by regions and an explicit priority criterion for groups with the greatest insertion difficulties, the plan reinforces training as a gateway to employment in Aragon.
