Aragón announces exams for dangerous goods safety advisers

The Director General of Transport of the Government of Aragon, David Sánchez Fraile, has signed the Resolution of August 17, 2026, calling for the examinations for the obtaining and renewal of the safety adviser certificate for the transport of dangerous goods by road, which will be held this year in the Autonomous Community of Aragon. The call, which is annual in nature, is published in the Official Gazette of Aragon number 168, of August 31, 2026 (official reference BOA20260831009), within section III of Other Provisions and Agreements.

The call is framed within the European and national regulations that regulate the transport of dangerous goods. Directive 2008/68/EC of the European Parliament and of the Council, of September 24, 2008, recast the previous directives on road and rail transport, and was transposed in Spain by Royal Decree 97/2014, of February 14, which determines the legal regime for safety advisers. Order FOM/605/2004, of February 27, establishes the examination modalities and the granting of certificates of competence, and assigns the competence to call for the tests to the autonomous communities, assumed in Aragon by the Department of Housing, Development, Logistics and Territorial Cohesion in accordance with Decree 129/2026, of July 22.

Scope and specialties

The tests will be held in the three Aragonese provincial capitals: Huesca, Teruel, and Zaragoza, and the applicant must choose the town where they wish to be examined in their application. Within the road transport modality, one may choose to be examined globally in all specialties or individually:

• Class 1 (explosive substances and objects).
• Class 2 (gases).
• Class 7 (radioactive materials).
• Classes 3, 4.1, 4.2, 4.3, 5.1, 5.2, 6.1, 6.2, 8 and 9 (solid and liquid substances of the ADR Agreement).
• Flammable liquid substances with UN identification numbers 1202 (diesel), 1203 (gasoline) and 1223 (kerosene).

Structure of the tests and renewal

The obtaining examination consists of two tests: a first one of fifty multiple-choice questions with four alternative answers, plus two reserve questions, and a second consisting of the resolution of a practical case, for which consulting legal texts and official paper publications is permitted. Each test is valued from 0 to 100 points and is passed with 50, and both must be passed separately; the maximum total time is two hours, one per exercise.

For renewal, the certificate is valid for five years and must be renewed during the 365 days prior to its expiration. In this case, the examination consists exclusively of the first test, under the same conditions as the obtaining examination.

Deadlines, fees and tribunal

Applications must be submitted electronically through the e-Office of the Government of Aragon within twenty business days from the publication of the resolution, and the fee 05, rate 03 (model 505) must be paid. The qualifying board will be chaired by Carlos Antonio Piqueras Cascante, with Cristina López García, Beatriz María Salvo Salvo, and María Villagra Ureta as members and Juan Carlos Justes Aizpún as secretary, with a substitute board headed by Luisa María Grávalos Cía.

The call directly affects companies and professionals in the transport of dangerous goods in Aragon, who need to have an accredited safety advisor to operate legally. Those who pass the tests and request the issuance of the certificate must pay the fee 05, rate 04, and the final list of successful candidates will be published in the Official Gazette of Aragon, with the possibility of filing an administrative appeal before the Counselor of Housing, Public Works, Logistics, and Territorial Cohesion.
