Aragón calls for five million in aid for municipal infrastructure in Teruel

The Government of Aragon has announced grants totaling five million euros charged to the Teruel Investment Fund 2024 (2023-2027 Agreement) to finance municipal infrastructure in the province. The call is published in the Official Gazette of Aragon number 163, dated August 24, 2026, via Order VFL/1244/2026, of August 14, from the Department of Housing, Public Works, Logistics, and Territorial Cohesion.

Beneficiaries may include municipalities and smaller local entities in the province of Teruel, with the sole exception of the municipality of Teruel. Each applicant may submit a single application, which may include several actions.

Regulatory framework and origin of funds

The call is framed within the Collaboration Agreement signed on December 20, 2024, between the General State Administration and the Government of Aragon to promote the economic development of the province of Teruel and correct territorial imbalances. Among the projects approved by the Government of Aragon on December 27, 2024, is J.1 “Municipal Infrastructures”, included in action line J) for support of specific projects for rural areas with depopulation problems, with an authorized amount of five million euros.

The regulatory bases are established in Order FOM/949/2024, of August 7, modified by Order FOM/1343/2024, of October 30, and by Order VFL/1149/2026, of July 27. The budget item “760059 Municipal Infrastructures” of the 2026 regional budget is endowed with five million euros.

Eligible actions

Investments in works, supplies, and real estate that promote the creation of income and wealth in the beneficiary municipalities will be eligible for subsidies, including among others:

  • Public lighting.
  • Paving of public roads and urban furniture.
  • Water cycle actions for the supply of drinking water in municipalities usually supplied by tankers.
  • Sports facilities (including municipal swimming pools), social, cultural, and meeting centers, medical clinics, nursery schools (0-3 years), toy libraries, industrial estates, and parking lots.
  • Public parks and squares, libraries, and reading points.
  • Waste treatment and municipal housing.

Eligible expenses correspond to investments made and paid between January 1, 2024, and September 1, 2027, the maximum execution period which cannot be extended.

Amounts, criteria, and deadline

The grant will cover 100% of the action with a limit of 90,000 euros; applications for amounts exceeding 90,000 euros or less than 5,000 euros will be rejected. The total amount is divided into two installments of 2,500,000 euros each.

The grant will be processed through a competitive bidding process, evaluating the Synthetic Territorial Development Index (ISDT), the population as of January 1, 2025, the type of investment, previously received subsidies, and emergency water supply actions. In the event of a tie, preference will be given to the applicant with the smaller number of inhabitants.

The deadline for submitting applications will be ten business days from the day following the publication in the BOA, and must be carried out electronically through the Electronic Office of the Government of Aragon, using procedure number 11831 (“2026 Call - Grants for municipal infrastructures (FITE 2023-2027) – 2024 Annuity”). Impact on the territory

The call reinforces territorial cohesion and the fight against depopulation in one of the provinces most affected by the demographic challenge, allowing small municipalities in Teruel to renew basic services such as lighting, drinking water, or sports facilities. The full funding of the actions, with the advance transfer of funds to the city councils, seeks to guarantee living conditions equivalent to those of the rest of the Autonomous Community.
