Aragón allocates 4.58 million to employ people over 45

The Official Gazette of Aragon publishes this Monday, September 7, 2026, in issue number 173, Order ECE/1287/2026, of August 24, calling for the 2026 grants of the Comprehensive Employment Projects Program for unemployed persons over 45 years of age (PRO-IN +45). The call, signed by the Councilor for Economy, Competitiveness, and Employment, Eva Valle Maestro, mobilizes a total credit of 4,582,080 euros and is financed with funds from the State Public Employment Service.

A priority group in the Aragonese labor market
The call is justified by the weight of this group in regional unemployment. According to basic employment data from the Aragonese Employment Institute, as of May 31, 2026, there were 26,931 unemployed persons over 45 years old in Aragon, 56.34% of the total 47,798 unemployed.
- 9,818 are men and 17,113 are women.
- The group concentrates a large portion of the recipients of unemployment benefits and subsidies.
- It is considered a priority due to the difficulty of relocation and the risk of professional degradation and social exclusion.
The program is part of the Annual Plan for the Promotion of Decent Employment and Axis 1 of Guidance of the Spanish Strategy for Active Employment Support 2025-2028, approved by Royal Decree 633/2025, of July 15.
Beneficiaries and amounts
Private non-profit entities with their own legal personality that meet the requirements of Article 5 of Order EPE/771/2023, of June 9, which establishes the regulatory bases for activation programs for professional guidance and employment, may be beneficiaries.
The credit is financed through budget item G/3221/480148/33005 of the Aragonese Employment Institute, with funds assigned by the Sectoral Conference on Employment and Labor Affairs. Justification will be processed through a module system, with the following amounts:
- 990 euros per participating person served.
- 2,700 euros per participating person placed.
- An additional incentive per final target person of the program.
The maximum number of final target persons will be 1,480.
Selection and submission criteria
Applications must be submitted electronically through the Electronic Office of the Administration of Aragon (procedure 11791), within a period of fifteen business days from the publication of the call. The order places special value on territorial cohesion, prioritizing projects operating in Huesca and Teruel, and the gender perspective, ensuring that at least 60% of participants are women.
Priority is also given to ensuring that at least 40% of the recipients are recipients of benefits or subsidies, and the inclusion of job seekers registered for at least 360 days within the 540 days prior to their entry into the program.
Social and labor impact
The call reinforces the active employment policies of the Autonomous Community of Aragon, which exercises executive competence in this matter through the Aragonese Employment Institute. With 4.58 million euros and a goal of 1,480 people served, the program seeks to reactivate a group that represents more than half of the regional unemployment, increase family incomes, and avoid the risk of poverty and social exclusion.
