Aragón autoriza la red eléctrica del nuevo sector Harineras de Huesca

The Government of Aragon has authorized the medium-voltage electrical installation for the urbanization of sector A.P.R. 19-02 “Harineras” in Huesca, at the request of the Compensation Board UE APR 19.02 PGOU Huesca. The resolution was signed by the Provincial Service of Huesca of the Department of Economy, Competitiveness and Employment on October 5, 2026. The text is published in the Official Gazette of the Province of Huesca No. 193, dated Thursday, October 8, 2026, under reference BOPH-2026-193016.

The file, processed under number HU-SP-ENE-AT-2026-050, is resolved after verifying compliance with the regulatory procedures of Title VII of Royal Decree 1955/2000, of December 1, which regulates the activities of transport, distribution, marketing, supply, and the authorization procedures for electrical energy installations. The jurisdiction is based on the shared powers regarding energy that Article 75.4 of the Statute of Autonomy of Aragon recognizes for the Autonomous Community and in Decree 199/2024, of November 29, regarding the organic structure of the department.

The legislation invoked in the resolution includes Law 24/2013, of December 26, on the Electricity Sector; Royal Decree 223/2008, of February 15, on high-voltage lines; Royal Decree 337/2014, of May 9, on high-voltage electrical installations; and Law 39/2015, of October 1, on the Common Administrative Procedure. The project was drafted by Julio Casbas Biarge, Industrial Technical Engineer, member no. 4919, with visa no. VIHU252206 on November 10, 2025, by the Official College of Experts and Industrial Technical Engineers of Aragon.

A previous step: the urbanization already approved

The authorization comes after the Local Government Board of Huesca definitively approved, in a session on August 5, 2026, the modification of the Urbanization Project of APR 19-02 “Harineras”, an agreement published in the Official Gazette of the Province of Huesca No. 155, dated Monday, August 17, 2026 (BOPH-2026-155003). That agreement dismissed the allegations presented by about twenty individuals and entities, including Izquierda Unida and Apudepa, and partially accepted the one regarding the relocation of the Antonio Averly Fountain, which does not enjoy cultural heritage protection status.

The approved modification aimed to adapt the roundabout of Martínez de Velasco Street to the existing trees and paving complements, with protection measures for the Himalayan cedar and the plane trees of the alignment. The documentation consisted of the report and plans provided by the Compensation Board, with entries in the municipal Registry 9827/2026, 10947/2026, and 27491/2026.

Technical characteristics of the installation

The resolution details the main specifications of the authorized project:

  • Eight transformation centers (CT1 to CT8) of the surface civil works type located in building premises, with two transformers of 630 kVA each.
  • Centers CT1, CT2, and CT3 will have five cubicles: line entry, two line exits, and two for protection for each transformer.
  • Centers CT4, CT5, CT6, CT7, and CT8 will have four cubicles: line entry, line exit, and two for protection for each transformer.
  • Medium voltage underground line (LSMT) of 10 kV in a connection ring between the centers, with 1,100 meters divided into seven sections and RH5Z1 12/20 kV 400 mm² conductor.
  • Another 10 kV LSMT of 990 meters for the five supply connections with the existing network: CT IBÓN, CT VILLA ISABEL, CT ESTACIÓN RENFE, SET HUESCA SUR, and CT SILO SEMPA.

Deadlines, conditions, and appeal process

The commissioning period is 24 months starting from the day following the notification to the holder. The installation is intended to be transferred to the local distribution company, and its purpose is to provide new medium voltage infrastructure to the housing development.

The conditions established in the reports issued by the affected bodies must be met. The authorization is granted without prejudice to and independently of licenses or permits within municipal, provincial, and other jurisdictions, and without prejudice to property rights or third parties. An administrative appeal (recurso de alzada) may be filed against the resolution, which does not end the administrative process, before the Regional Minister of Economy, Competitiveness, and Employment within one month.

The resolution bears the signature of the Provincial Director, Marta P. Rodríguez Vicente, and was issued in Huesca on October 5, 2026.

The authorization unlocks the electrical supply for a residential sector intended to expand the housing offer in the city of Huesca, by allowing the execution of the medium voltage network that will serve the new buildings and its connection to the existing distribution network. The regional approval completes the urban planning process already finalized by the City Council and opens the way for the physical execution of the works.
