Aragón authorizes the Azafrán II photovoltaic plant in Azuara
Por FactBox Admin

The General Directorate of Energy and Mines of the Department of Economy, Competitiveness and Employment of the Government of Aragon has granted the prior administrative authorization and the construction authorization for the photovoltaic module of the Azafrán II hybrid installation, with 6.55 MW, in the municipality of Azuara (Zaragoza). The resolution, dated June 3, 2026, is signed by the Director General of Energy and Mines, María Yolanda Vallés Cases, and is published in the Official Gazette of Aragon (Boletín Oficial de Aragón) number 195, dated October 7, 2026, in section V of announcements (official reference BOA20261007022).
The promoter is the company Development Active Structure, SL (NIF B88305057), with registered offices at calle Serrano 76 in Madrid, which requested the authorization on September 13, 2023, before the Provincial Service of Economy, Employment and Industry of Zaragoza. The file is processed under numbers IP-PC-0174/2023 from the General Directorate of Energy and Mines and G-Z-2023-159 from the Provincial Service of Zaragoza.
A 6.55 MW module to hybridize the wind farm
The authorized project is the “Project of the photovoltaic generation module for the hybridization of the Azafrán II wind farm,” signed by the industrial engineer Alejandro García Galiano and endorsed by the Official College of Industrial Engineers of Madrid on August 28, 2023, under number 202303893, along with its addendum endorsed on February 20, 2024.
The main characteristics detailed in the resolution are as follows:
- Installed capacity: 6.548 MW (6.55 MW), with 11,100 bifacial photovoltaic modules of 650 Wp and four 1,637 kW inverters.
- Total module capacity: 7.215 MW; total installed capacity in the hybridization: 13.948 MW (7.4 MW correspond to the already authorized wind farm).
- Fenced area: 16.23 hectares, distributed across three enclosures.
- Access capacity: 7.42 MW, with a connection point at the Fuendetodos 220 kV substation, owned by Red Eléctrica de España.
- Evacuation: a 30 kV high-voltage underground circuit to the Azafrán II sectioning center and exit to the Las Majas 30/220 kV substation, with a length of 3,109 meters.
- Budget according to project: 3,955,948.31 euros.
Favorable reports and one mining opposition
The project was submitted for public information via an announcement published in the Official Gazette of Aragon number 173, dated September 5, 2024, without any allegations being received. Among the consulted bodies, favorable reports were issued by the General Directorate of Urbanism and Territorial Planning, the Technical Area I of Forests, Hunting and Fishing, the Ebro Hydrographic Confederation and the General Directorate of Rural Development.
The only opposition on record is as follows: Cemex España Operaciones, SLU submitted on May 23, 2025, a report opposing the execution of the project due to the impacts that, in its opinion, it would cause to the research permit “Ventolano” number 3.321, of which it is the holder, and its derived concession. The company maintains that the project interferes with the exploitation of its mining rights, does not correctly identify the affected assets and rights, and proposes a change in the location of the module and the layout of the evacuation line.
The environmental processing concluded with the environmental impact statement formulated by the Aragonese Institute of Environmental Management via resolution dated March 19, 2026 (file 500306/01L/2024/12189), published in the Official Gazette of Aragon number 70, dated April 14, 2026.
Conditions, deadlines, and guarantees
The authorization requires the holder to submit, prior to the start of works, a hydrological study of the catchment basin including erosion control measures, and to notify the Provincial Service of Zaragoza of the start of works at least one month in advance. The deadline to obtain the exploitation authorization is three years from the day following the notification of the resolution.
Prior to the exploitation authorization, a guarantee of twenty euros per installed kilowatt must be established for the maintenance and decommissioning of the facility. The economic guarantee already deposited in the Deposit Fund of the Government of Aragon, under file number AV-ARA-00689, allows for a maximum installed capacity of 6.55 MW.
Against this resolution, which does not end the administrative process, an administrative appeal (recurso de alzada) may be filed before the Counselor of Economy, Competitiveness, and Employment within one month from the day following its notification.
The authorization consolidates the hybridization of a wind farm already in service with new solar generation in the surroundings of Azuara, within the Aragonese strategy for the utilization of existing evacuation infrastructures. The file further records the conflict with Cemex’s mining rights, which the promoter must resolve through legally valid means, as the authorization is granted without prejudice to property rights and without prejudice to third parties.
