Aragón autoriza la modificación del parque eólico Fabara y su línea de evacuación

The General Directorate of Energy and Mines of the Department of Economy, Competitiveness and Employment of the Government of Aragon has granted the prior administrative and construction authorization for the modification of the “Fabara” wind farm, in the municipality of Fabara (Zaragoza), including its evacuation infrastructure in Fabara and Caspe. The decision was formalized through the Resolution of October 16, 2026, signed by the director general María Yolanda Vallés Cases, and is published in the Official Gazette of Aragon, number 215, of November 6, 2026 (reference BOA20261106026), within section V of announcements.

The scope of the modification

The authorized object is the modification of the 25 kV line running between the wind farm’s sectioning center and the SET Valdepilas, owned by Edistribución Redes Digitales, SL. The original design was overhead-underground, with three sections—two underground and one overhead—and a length of 7,716 meters; the new configuration is entirely underground and reaches 10,500 meters, according to the project “Second modification to the execution project of the 25 kV underground line for electrical energy evacuation of the Fabara wind farm, in the municipalities of Fabara and Caspe”.

The change in routing, motivated by negotiations at the local level and with landowners, is considered a substantial modification of the project. The authorization, in turn, modifies the Resolution of September 11, 2024, from the General Directorate of Energy and Mines, which granted the prior and construction authorization for the wind farm, with an installed capacity of 6.6000 MW.

The promoter is Generación Distribuida Renovable, SL (NIF B67577353), with registered office at Gran Vía de Carlos III, 94, 5.º 3.ª, Barcelona, who submitted the application on July 7, 2025.

Public information and environmental procedures

The project was submitted for public consultation via an announcement in the Official Gazette of Aragon, number 108, of June 9, 2026, and on the notice boards of the town halls of Fabara and Caspe, without any objections being received. Consultations were held with the Ebro Hydrographic Confederation (responded on June 15, 2026), Cellnex Telecom (no opposition, July 8, 2026), the Town Halls of Fabara and Caspe (no report), and the Vall de la Figuera de Fabara Irrigation Community (no response).

Regarding environmental matters, the Resolution of January 20, 2023, from the Aragonese Institute of Environmental Management (INAGA), published in the Official Gazette of Aragon, number 60, of March 28, 2023, formulated the environmental impact statement for the park and its evacuation infrastructures (INAGA file 500806/01/2022/05547). INAGA issued a favorable report on the layout modification on April 15, 2026 (reference 500306/20F/2025/11421), noting a reduction in the environmental impacts assessed in 2023. The Zaragoza Provincial Service issued its proposal report on September 1, 2026.

Conditions and deadlines

  • Compliance with the environmental conditions of INAGA and the reports from the affected bodies.
  • Notification of the start of works to the Zaragoza Provincial Service at least one month in advance.
  • Commissioning period of three years from the day following notification, extendable only via a reasoned request and an express favorable resolution.
  • Operating authorization after the completion of works, subject to the presentation of the construction management certificate endorsed by the corresponding professional association.
  • This resolution does not exhaust administrative remedies: an administrative appeal (recurso de alzada) may be filed before the Minister of Economy, Competitiveness, and Employment within one month.

Territorial impact

The authorization clears the way for the deployment of a 6.6 MW park in Bajo Aragón-Caspe and consolidates the commitment to fully underground the evacuation lines in a territory of high agricultural and faunal value, in line with the conditions required by INAGA to protect birdlife. The administrative approval, with no objections during the public consultation, reduces the developer’s uncertainty in executing the connection to the distribution network within the fixed three-year horizon.
