Aragón authorizes the 220 kV power line between Regadera and Grado
Por FactBox Admin

The General Directorate of Energy and Mines has granted the prior administrative and construction authorization for the shared evacuation facilities SET Regadera 30/220 kV and the 220 kV high-voltage overhead line connecting that substation with SET Grado, in the municipal districts of Estadilla, Estada, Barbastro, Hoz y Costean, and El Grado (Huesca). The resolution, signed on July 6, 2026, by the general director María Yolanda Vallés Cases, is published in the Official Gazette of Aragon number 193, dated October 5, 2026, with official reference BOA20261005024.
The promoter is the company Regadera Solar, SL (NIF B06963268), with registered offices in Madrid, which submitted the application on March 22, 2023, to the Provincial Service of Huesca. The file is processed under numbers IP-PC-0031/2023, IP-PC-0032/2023, and IP-PC-0073/2026 of the General Directorate of Energy and Mines, and G-H-2022-019 of the Provincial Service. The project budget amounts to 9,253,067.57 euros.
A network to evacuate six photovoltaic plants
The facilities are intended to evacuate the energy produced by six photovoltaic plants:
- Regadera Solar, by Regadera Solar, SL.
- Pasadizo Solar, by Pasadizo Solar, SL.
- Avejaruco Solar, by Avejaruco Solar, SL.
- Grado Bensolar, by Benbros Solar 6, SL.
- Busardo Solar, by Busardo Solar, SL.
- Eider Solar, by Eider Solar, SL.
The Regadera 220/66/30 kV substation will feature two 85/100 MVA power transformers and outdoor switchyards of 66 and 220 kV. The new 220 kV line position at SET Grado connects to the transmission grid, jointly owned by Red Eléctrica de España and Endesa Generación (formerly Acciona).
Five sections and 17,945 meters of routing
The line is overhead-underground, with a total length of 17,945 meters, and is divided into five sections:
- Section 1: single-circuit overhead line from SET Regadera to support AP22, over 22 metal lattice supports, LA-380 conductor, and 5,622 meters.
- Section 2: underground line between supports AP22 and AP25, 865 meters long, which includes the crossing of the Cinca river via horizontal directional drilling.
- Section 3: overhead line from AP25 to AP42, with a junction for entry/exit to SET Avejaruco, over 18 supports and 5,298 meters.
- Section 4: overhead line from AP42 to AP59, over 18 supports and 4,500 meters.
- Section 5: underground line from AP59 to SET El Grado, 1,660 meters long.
The execution projects are signed by industrial engineer José Luis Ovelleiro Medina and endorsed by the Official College of Industrial Engineers of Aragon and La Rioja.
Conditioned by the urban planning lawsuit of Estadilla
The authorization is conditional upon the eventual outcome of the lawsuit open in the High Court of Justice of Aragon, whose Order 00082/2025, dated June 27, 2025, suspended the effectiveness of isolated modification number 4 of the General Urban Development Plan of Estadilla solely for the purpose of continuing the processing in accordance with the previous planning. If the appeal is dismissed, the authorizations shall become null and void and shall not generate any right to compensation.
The period to obtain the exploitation authorization is three years from the day following notification, and the holder must notify the Provincial Service of Huesca of the start of works at least one month in advance. Against this resolution, which does not exhaust the administrative route, an administrative appeal (recurso de alzada) may be filed before the Minister of Economy, Competitiveness, and Employment within one month.
Environmental reports and allegations
The environmental impact statement was formulated by the Aragonese Institute of Environmental Management by resolution of December 20, 2024 (file 500306/01L/2024/01290), published in the Official Gazette of Aragon number 23, dated February 4, 2025. A subsequent report from the same body, dated April 15, 2026 (reference 500306/20F/2025/11291), validated the specific modification of the layout.
During the third public inquiry, allegations were presented, among others, by Salvador Badía Candial, Mónica Badía de Antonio, Jaime Cera Castillo, Isabel de Antonio Capdevila, María Jesús Gil Bardaji, Antonio Jesús Palacín Ariño, María Luisa Peruga Rech, Loreto Peruga Rech, and Begoña Teres Sánchez, who questioned the fragmentation of the project and its urban impact. The City Council of Estadilla also opposed it due to the possible impact on the irrigation systems of La Litera Alta; the resolution requires that the execution does not compromise that modernization project.
The authorization is granted without prejudice to concessions relating to land use, urban planning, and the environment, and subject to the property rights of third parties, therefore the availability of the affected assets must be obtained through legally valid means.
