Aragón approves the land redistribution and Amazon's fiber optics
Por FactBox Admin

The Counselor of Housing, Development, Logistics, and Territorial Cohesion, Octavio López Rodríguez, has initially approved the land redistribution project for the “Acampo del Marqués” sector and the fiber optic interconnection project for the new Amazon data centers in Aragon. The decision is formalized through Order VFL/1438/2026, dated October 5, published in the Official Gazette of Aragon number 196, dated October 8, 2026 (reference BOA20261008017), and opens a one-month period for public information.
The order modifies Order FOM/1517/2024, dated December 4, which initially approved the Aragon General Interest Plan (PIGA) “Expansion of the AWS Region in Aragon,” promoted by Amazon Data Services Spain, SL, and which had already been modified by Order FOM/604/2025, dated May 29, and Order FOM/667/2025, dated June 12.
The origin of the action is the agreement of the Government of Aragon dated May 22, 2024, which declared the “AWS Aragon Region Expansion” project (ZAZ Expansion) an investment of regional interest and general interest within the municipal boundaries of Zaragoza, Huesca, Villanueva de Gállego, El Burgo de Ebro, and La Sotonera. That agreement recognized the implicit public utility and the urgent occupation of the necessary assets and rights, and granted the company the status of beneficiary of compulsory expropriation; it was published via Order EEI/579/2024, dated May 29, in BOA number 111, dated June 10, 2024.
Fiber optics: two conduits between El Burgo de Ebro and La Cartuja
The executive telecommunications infrastructure project provides for two independent underground conduits to interconnect the AWS data centers of El Burgo de Ebro with the new center of La Cartuja, in Zaragoza, via fiber optics. These correspond to the so-called Span 8 and Span 9.
- Material execution budget: 3,010,886.66 euros.
- Project authors: Pedro Jiménez Gallardo and Gorka López García, endorsed by the COITT on January 8, 2026 (number T260001-0).
- Original preliminary project: signed by Alfredo Garcés Gargallo and dated August 29, 2024.
- Route: shifted south of the urban center of El Burgo de Ebro at the request of the city council, and adjusted to avoid the Imperial Canal of Aragon, the ACUAES easement, the N-232/A-68 and A-222 roads, and the facilities of ADIF and Red Eléctrica de España.
Land redistribution of 143.79 hectares next to Empresarium
The scope of the PIGA in Zaragoza-La Cartuja comprises 143.79 hectares located south of La Cartuja Baja, next to the Empresarium industrial estate. The land redistribution project, dated June 2026 and signed by Daniel Serna and María Nasarre, lawyers, and Sergio Marta, architect, maintains the relationship of owners and contributed estates, but readjusts areas and modifies the awardee of the resulting plot IN-1.
- Annex I: documents authorizing Amazon Data Services Spain, SL to represent the registered owner of the contributed estate F-1.
- Annex VIII: purchase and sale deed of the future resulting plot between Agro Industrial Ayerbe, SLU and Amazon Data Services Spain, SL, subject to a condition precedent.
- Annex IV: agreement with Alectoris Energía Sostenible 3, SL enabling the decommissioning of the power line and the access road incompatible with the approved planning.
Public information, consultations, and confidentiality
The announcement from the General Directorate of Logistics Planning and Territorial Planning (reference BOA20261008021) sets a one-month period for allegations starting the day after publication, addressed to said body under the reference “PIGA AWS-Modification of redistribution project and fiber”. The period is reduced by half due to the declaration of regional interest, in accordance with articles 7 bis and 9 of Decree-law 1/2008.
- Planned consultations: Ebro Hydrographic Confederation, Ministry of Transport and Sustainable Mobility, ADIF, ACUAES, Red Eléctrica de España, and the General Directorate of Cultural Heritage.
- Also INAGA, the Urban Conservation Entity of El Espartal I and II Industrial Estate, the Irrigation Community of El Burgo de Ebro, Agro Industrial Ayerbe, SLU, and Alectoris Energía Sostenible 3, SL.
- Hearing for the city councils of Zaragoza and El Burgo de Ebro.
INAGA had resolved on September 30, 2025 (file 500201/01B/2025/05114) not to subject the preliminary project to an environmental impact assessment, and in a report dated April 25, 2026 (file 500201/20B/2026/00772), it issued a favorable opinion on the actions located outside the Natura 2000 Network, requiring a simplified environmental assessment within it and the PORN of the Sotos y Galachos del Ebro. The order declares annexes IV and VIII confidential as they affect the promoter’s trade secrets.
The processing consolidates the expansion of the AWS region in Aragon, a project declared of general interest that entails expropriations and urgent occupation of land in five municipalities. For affected neighbors and owners, the public information month is the only window to file allegations regarding areas, awards, and layouts before final approval by the Government of Aragon.
