Aragón grants initial approval for the solar plant at the La Melusa logistics platform

Aragón aprueba inicialmente la planta solar de la plataforma logística La Melusa

The Department of Housing, Development, Logistics, and Territorial Cohesion of the Government of Aragon has initially approved substantial modification number 2 of the General Interest Plan of Aragon (PIGA) for the implementation of the La Melusa-Tamarite logistics platform, in Tamarite de Litera (Huesca). The decision is adopted through Order VFL/1319/2026, of September 2, signed by Councilor Octavio López Rodríguez, and is published in the Official Gazette of Aragon, number 177, of September 11, 2026 (reference BOA20260911012).

The modification, promoted by the company Ponentia Logistics, SA, aims to expand the site’s electrical supply system through the incorporation of a solar photovoltaic plant with a capacity of 47.5 MW, intended entirely for shared self-consumption by the companies establishing themselves in the industrial park, through the figure of an industrial energy community. The objective is to self-supply the needs of the industrial park and the intensive industries that will be developed within it.

A project declared of general interest

The La Melusa-Tamarite logistics platform was declared an investment of regional interest and of general interest to Aragon by the Government of Aragon in the session of September 15, 2021, through Order EPE/1330/2021, published in BOA number 217, of October 21, 2021. The PIGA was partially approved by Government agreement on May 29, 2024, published in BOA number 127, of July 2, 2024, through Order FOM/707/2024, of June 18, which declared the urbanization projects of Logistics Area Subsector 1 and Residential Area Subsector 2 as directly executable.

The new modification is added to number 1, initially approved by Order VFL/907/2026, of June 12, which incorporated a 132 kV high-voltage overhead line and four circuits to guarantee the electrical supply of the sector. The photovoltaic installation and its connection networks are located outside the area delimited by the original planning; therefore, they do not expand the surface area of the PIGA nor alter its internal layout, having an exclusively functional and technical scope.

Characteristics of the photovoltaic installation

The plant will be located on part of three plots southwest of the municipality of Tamarite de Litera, on generic non-urbanizable land, over an area of 509,020 m² used for rain-fed farming, of which the installation will occupy 463,308 m². The material execution budget of the project amounts to 43,637,102.13 euros.

  • 70,046 photovoltaic modules of 700 Wp each, totaling 49.03 MWp, south-facing with a 27º tilt.
  • 19 inverters of 2,500 kW, with a nominal power of 47.5 MW.
  • 19 batteries of 2.5 MW and 5 MWh capacity each, totaling 47.5 MW of power and 95 MWh of capacity.
  • Parallel processing before E-distribución Redes Digitales, SLU, under file number 953137.

Public information and procedures

The modification has been declared substantial as it is subject to the simplified environmental impact assessment procedure, in accordance with article 42.3 of the consolidated text of the Law on Land Use Planning of Aragon (TRLOTA). The documentation is submitted for public information and participation for a period of one month, jointly with the Aragonese Institute of Environmental Management (INAGA), and will be available on the Government of Aragon website and at the headquarters in Zaragoza, Huesca, Teruel and the delegated offices of Barbastro, Fraga, Jaca, Alcañiz, Calamocha, Calatayud, Ejea de los Caballeros and Tarazona.

Allegations must be submitted in writing to the General Directorate of Logistics Planning and Land Use. The procedure includes a hearing for the City Council of Tamarite de Litera and consultations with the Provincial Council of Huesca, the Comarca de La Litera, E-distribución Redes Digitales, SLU and the Puntal Irrigation Community, as well as reports from the Ebro Hydrographic Confederation and the general directorates of Transport, Cultural Heritage, Interior and Emergencies, and Energy and Mines.

Impact for the region

The initial approval consolidates the progress of one of the largest logistics projects in Litera, which aspires to become a reference intermodal node on the Ebro axis. The commitment to shared self-consumption through an industrial energy community reinforces the viability of the industrial estate and its energy competitiveness, in a project declared of regional interest that enjoys preferential and urgent processing, with administrative deadlines reduced by half.
