Aragón approves the environmental study for the Microsoft campus in La Muela
Por FactBox Admin

The Government of Aragon has modified the General Interest Plan “Implementation of the Microsoft Region in Aragon” to incorporate as an integral part of its documentation and initially approve the environmental impact study for the urbanization project of the La Muela area. The decision is formalized in Order VFL/1410/2026, dated September 28, published in the Official Gazette of Aragon (Boletín Oficial de Aragón) number 192, dated October 2, 2026, with reference BOA20261002014. The text opens a new public information and participation process lasting twenty-three business days.
The regulation modifies Order FOM/1520/2025, dated November 14, which initially approved the General Interest Plan of Aragon (PIGA) promoted by the company Microsoft 7724 Spain, SLU, published in BOA number 223, dated November 18, 2025. In September 2026, the promoter submitted the new Annex 6 to Volume VI of the ordinary strategic environmental assessment, regarding the environmental impact study of the La Muela urbanization project.
The file is processed by the Directorate General for Logistics Planning and Territorial Planning, and the order is signed by the Councilor for Housing, Public Works, Logistics, and Territorial Cohesion, Octavio A. López Rodríguez.
An Annex 6 for Volume VI
The order states that, once the public information process for the three environmental impact studies of the La Muela, Villamayor de Gállego, and Zaragoza sites had begun, the one corresponding to La Muela did not include all the documentation required by Article 27 of Law 11/2014, of December 4, on Environmental Prevention and Protection of Aragon. The study’s synthesis document was missing.
The promoter communicated on September 18, 2026, that due to an unintentional material error, “Annex 1. Synthesis Document,” coinciding with Annex 6 of the Volume VI annexes, had not been incorporated, and provided a new complete copy. Annex VI of Law 21/2013, of December 9, on environmental assessment, requires this non-technical summary as a mandatory element.
Twenty-three business days to file objections
The general public information period is forty-five business days, but it is reduced to twenty-three due to the reduction provided for in Article 9 of Decree-law 1/2008, of October 30, applicable to General Interest Plans and Projects of Aragon. The count begins the day following the publication of the announcement in the BOA.
The documentation will be available at:
- The Government of Aragon website https://www.aragon.es/-/Microsoft-eia.
- The Administrative Information and Documentation Service, in the Pignatelli building, paseo de María Agustín number 36, Zaragoza.
- The Territorial Delegations of Huesca and Teruel.
- The Delegated Offices of Barbastro, Fraga, Jaca, Alcañiz, Calamocha, Calatayud, Ejea de los Caballeros, and Tarazona.
Allegations must be submitted in writing to the General Directorate of Logistics Planning and Territorial Planning, with the reference “Public Information PIGA Microsoft-Strategic Environmental Document”. The announcement detailing the procedure (BOA20261002018) is signed by the Director General of Logistics Planning and Territorial Planning, Raquel Campos Serrano.
Three campuses and an investment of regional interest
The Microsoft project in Aragon accumulates several previous pronouncements from the regional Executive:
- On December 20, 2023, the “New Microsoft data center campus” in phase 5 of the “Centrovía” industrial estate, in La Muela, was declared an investment of regional interest, through Order EEI/1979/2023, of December 28 (BOA number 6, of January 9, 2024).
- On July 3, 2024, the Villamayor de Gállego campus was declared, by Order EEI/785/2024, of July 11 (BOA number 141, of July 22, 2024).
- On February 28, 2025, the Zaragoza campus was declared, in compliance with Order PEJ/285/2025, of March 20 (BOA number 57, of March 24, 2025).
- On May 14, 2025, the delimitation of the Villamayor de Gállego area was modified (BOA number 100, of May 28, 2025).
On February 24, 2026, the complete documentation was transferred to the Aragonese Institute of Environmental Management (INAGA). On July 20, 2026, the promoter withdrew the previous environmental annexes and provided new documentation, which led to Order VFL/1111/2026, of July 24 (BOA number 146, of July 30, 2026).
The order also provides for a hearing for the La Muela City Council, the completion of personalized consultations with administrations, bodies, entities, and associations, and the transfer of documentation to those who appeared during the public information process in November 2025. Finally, it orders the notification of the resolution to Microsoft 7724 Spain, SLU.
The new procedure delays the processing of the file and the issuance of environmental pronouncements, but ensures that the public and those affected in La Muela can file allegations regarding a complete environmental impact study before the urbanization of the campus area is resolved.
