Aragón expands the power grid of the Alfindén data center

The Government of Aragon has initially approved the modification of the Plan of General Interest of Aragon (PIGA) for the La Puebla de Alfindén data center to incorporate the external electrical infrastructure that will serve the facility. This is stipulated by Order VFL/1184/2026, of 31 July, signed by the Minister Octavio López Rodríguez and published in the Official Gazette of Aragon number 156, of 13 August 2026, which includes the 400 kV and 220 kV lines and a remote 400/220 kV substation and opens a one-month public information period.

The project, promoted by the company ACS DC Infra La Puebla, SL, was declared by the Government of Aragon on 27 June 2025 as an investment of regional interest with general interest of Aragon (BOA number 140, of 23 July 2025, by Order PEJ/865/2025), with recognition of the public utility of the expropriations and of the promoter as beneficiary. The PIGA “Installation of a data center in the municipal district of La Puebla de Alfindén” was initially approved by Order FOM/1698/2025, of 1 December 2025, and its documentation was submitted to public information in December 2025.

On 26 June 2026, the promoter requested the incorporation into the file of the updated documentation for the 400 kV and 220 kV external electrical infrastructure. Given that the new projects replace those previously approved and affect new plots not included in the initial list of affected assets and rights, the order modifies Order FOM/1698/2025 pursuant to Article 41.3 of the TRLOTA and submits them to public information and participation.

The new electrical infrastructures

The projects incorporated into the PIGA as part of Book D (external infrastructure) and Book E (environmental documentation) are the following:

  • 400 kV electrical line project (endorsement no. 0554/25, of 4 May 2026), with separate documents for E-Distribución, Red Eléctrica de España and the Villamayor City Council.
  • 220 kV electrical line project (endorsement no. 0555/25, of 4 May 2026), with separate documents for Alectoris Energía Sostenible 4 SL, the General Directorate of Roads of Aragon, the Ebro Hydrographic Confederation, INAGA, Redexis, E-Distribución, Redeia and the city councils of La Puebla de Alfindén and Villamayor.
  • Remote 400/220 kV substation project (VIZA 26337, of 30 April 2026).
  • Environmental impact studies for the 220 kV line and the DC Campus 220/30 kV substation, and for the 400 kV line and the remote 400/220 kV substation.

According to the promoter’s request, the revision responds to the progress of the engineering works, the identification of technical constraints during design, and the need to reinforce the reliability, availability and continuity of the electricity supply, as well as the forecast for future growth of the installation. Furthermore, the relocation of the substation is envisaged to comply with the safety distances with respect to existing infrastructures and to make the action compatible with the future expansion of the SET Peñaflor 220 kV, which entails the partial adaptation of the route of the lines.

Public information and representations

The public information procedure will last one month from the day following the publication of the notice in the Official Gazette of Aragon. The documentation is available on the website of the Government of Aragon (https://www.aragon.es/-/piga-acs-modificacion), at the Administrative Information and Documentation Service (Pignatelli building, Zaragoza), at the territorial delegations of Huesca and Teruel and at the delegated offices of Barbastro, Fraga, Jaca, Alcañiz, Calamocha, Calatayud, Ejea de los Caballeros and Tarazona.

Representations, addressed in writing to the Directorate General for Logistics Planning and Spatial Planning with the reference “Public information PIGA ACS-Modification electrical projects”, may be submitted at the registries provided for in article 16.4 of Law 39/2015. During the procedure, the affected local entities will be heard —Town Council of La Puebla de Alfindén and Town Council of Villamayor de Gállego— and the individual consultation with bodies such as the Ebro Hydrographic Confederation, the Aragonese Institute of Environmental Management, Redexis, SA, E-Distribución Redes Digitales, SLU, Redeia, Alectoris Energía Sostenible 4 SL and Desarrollos Ecoindustriales la Cartuja, SL will be completed. The notice, signed by the director general Raquel Campos Serrano, states that the procedure is part of the approval process of the PIGA processed by that directorate general.

Impact of the modification

The modification consolidates the electricity supply of one of the large data centers planned in the Zaragoza area, declared of general interest for Aragon and of public utility regarding the expropriations. As it affects new expropriable plots and the municipal districts of La Puebla de Alfindén and Villamayor de Gállego, the order now opens the door for residents, companies and administrations to submit representations before the PIGA continues its processing towards final approval.
