Aragón abre información pública sobre la ampliación del polígono tecnológico de Villanueva

The Government of Aragon has declared the second modification of the General Interest Plan of Aragon for the implementation of an information technology industry estate in Villanueva de Gállego (Zaragoza), promoted by the regional company Suelo y Vivienda de Aragón, SLU, as non-substantial. The decision was adopted through Order VFL/1607/2026, of October 6, signed by Councilor Octavio López Rodríguez, and published in the Official Gazette of Aragon number 214, of November 5, 2026, with official reference BOA20261105018.

On the same day, the Directorate General for Logistics Planning and Territorial Planning published the announcement for public information and participation regarding the documentation (reference BOA20261105023), signed by its head, Raquel Campos Serrano.

A plan linked to Amazon data centers

The original plan was approved by the Government of Aragon in a session on July 29, 2021, and published via Order VMV/968/2021, of July 30, in the Official Gazette of Aragon number 169, of August 12, 2021. Previously, on February 24, 2021, the regional Executive declared the project an investment of regional interest and of general interest to Aragon, in application of article 7 bis of Decree-law 1/2008, of October 30, an agreement published by Order EPE/184/2021, of March 2, in gazette number 62, of March 22, 2021.

The action is linked to the project for the implementation of three data centers promoted by Amazon Data Services Spain, SL, declared of regional interest by agreement on December 3, 2019, and with a framework collaboration agreement signed on December 17, 2019.

The first modification, also non-substantial, was approved by Order FOM/480/2024, of May 10, published in gazette number 95, of May 17, 2024.

14-meter hangars and logistics use

The promoter’s request was submitted on July 23, 2026, to the Directorate General for Logistics Planning and Territorial Planning. The objective is to define the parameters of the General Aerodrome System (SG-A) to accommodate the logistics sector and, specifically, the needs of the Directorate General for the Interior and Emergencies, which recently inaugurated an emergency base in the industrial estate.

The changes affect only article 56 of the plan’s urban planning regulations:

  • Logistic use is added as a subcategory linked to the uses and activities already provided for.
  • For hangars, a maximum visible height of fourteen (14) meters is set, with one (1) additional meter for installations, technical elements, or roofs.
  • During construction, cranes and boom trucks may not exceed the limit of 315 m asl (meters above sea level) of the runway transition surface, or must be coordinated with the aerodrome manager.
  • Aircraft passage from plot I.2 to the airfield is restored.

The rest of the article maintains the 2024 wording. The modification does not alter the land-use regime or the transfer regime and, due to its regulatory nature, does not require an environmental assessment.

Fifteen days to file objections

The period for public information, hearing, and reporting is set at fifteen calendar days from the day following the publication of the announcement. The reduction to half of the ordinary deadlines derives from the declaration of regional interest, in accordance with Article 9 of Decree-Law 1/2008 and Article 42.5 of the consolidated text of the Land Management Law of Aragon, approved by Legislative Decree 2/2015, of November 17.

The documentation can be consulted on the Government of Aragon website (https://www.aragon.es/-/modif2-piga-piti), at the Administrative Information and Documentation Service of the Pignatelli building (Paseo de María Agustín, 36, Zaragoza), at the territorial delegations of Huesca and Teruel, and at the delegated offices of Barbastro, Fraga, Jaca, Alcañiz, Calamocha, Calatayud, Ejea de los Caballeros, and Tarazona. Objections shall be addressed to the General Directorate with the reference “public information modification number 2 PIGA PITI - Villanueva de Gállego”.

The order provides for a hearing and report from five entities:

  • City Council of Villanueva de Gállego.
  • Villanueva de Gállego ULM Flight Club.
  • Amazon Data Services Spain, SL.
  • General Directorate of Interior and Emergencies of the Department of Finance, Interior, and Public Administration.
  • General Directorate of Transport of the Department of Housing, Public Works, Logistics, and Territorial Cohesion.

Territorial Impact

The order maintains that the improvement and expansion of the emergency base will benefit the occupation of the industrial estate and employment, and that the restoration of aircraft passage has “practically null” territorial impact because it only affects the internal distribution of the site. The text adds a new objective—the improvement of emergency management in the Gállego corridor and in Zaragoza—which, in the department’s judgment, complements the essential elements of the plan without altering them.
