Aragón opens urgent aid to municipalities for summer fires

The Government of Aragon has approved Order VFL/1198/2026, of 6 August, of the Department of Housing, Public Works, Logistics and Territorial Cohesion, approving the regulatory bases and the call for the direct and urgent award of subsidies intended to finance the entities that make up the Local Administration of Aragon to repair the damage and losses caused by the fires of summer 2026. The regulation is published in the Official Gazette of Aragon number 158, of 17 August 2026, with reference BOA20260817002, and its extract in the announcements section with reference BOA20260817024.

The call is supported by Royal Decree-Law 6/2025, of 2 October, of the Government of Aragon, which authorises the processing by direct award of aid to local entities to repair damage caused by extreme phenomena. The measure responds to the fires recorded on 25 and 30 June 2026 in the provinces of Zaragoza and Huesca, and to the fire of 15 July 2026 in the province of Zaragoza, for which the regional Executive has requested the declaration of an area seriously affected by a civil protection emergency in accordance with Law 4/2024, of 28 June, on the Civil Protection and Emergency Management System of Aragon.

Beneficiaries and amount

The municipalities listed in the annex to the Order and the rest of the local entities affected by the applications processed by the Government of Aragon in financial year 2026 shall be considered beneficiary entities. The amount to be received by each beneficiary shall be 50% of the eligible expenditure submitted for the execution of repair or restoration works on infrastructure, equipment, installations and services of local ownership.

Tamarite de Litera, San Esteban de Litera, Alcampell, Peralta de Calasanz, Azanuy-Alins and Fonz (Huesca).
Leciñena, Robres and Alcubierre (Zaragoza).
Orés, Luesia, Ejea de los Caballeros, Uncastillo, Biota, Castiliscar, Layana, Sádaba and Asin (Zaragoza).

Deadlines and processing

Applications shall be submitted electronically using the certificate of the representative of the local entity, with procedure number 11890 on the electronic headquarters of the Government of Aragon. The submission period shall be fifteen business days from the day following the publication of the call in the Official Gazette of Aragon. Financing shall be provided from Section 30 of the Budgets of the Autonomous Community of Aragon, with expandable credits.

Advance payment of 100% of the granted subsidy, without requiring a guarantee.
Execution period for the action: eighteen months from the date of the damages, extendable by up to half.
Justification within three months from the end of the execution period.
Resolution within a maximum of three months from the submission of applications.

Eligible expenses and control

The essential works for the repair or restoration of locally owned infrastructure and services damaged by the fires will be eligible for funding, as well as urgent actions to guarantee the life and safety of people, including evacuation, accommodation and food for those affected, the repair of roads and the cleaning of public roads and surroundings. Recoverable indirect taxes and improvement or preventive works are not considered eligible. The aid is compatible with other subsidies and compensation as long as it does not exceed 100% of the cost of the activity, and the beneficiaries are subject to the financial control of the General Intervention of the Autonomous Community.

The Order, signed by the Vice President and Minister of the Presidency, Justice, Culture and Sport, María del Mar Vaquero Perianez, in substitution of the Minister of Housing, Public Works, Logistics and Territorial Cohesion, takes effect the day after its publication. With this call, the Aragonese Government activates an agile mechanism so that the municipalities affected by the summer 2026 fires can recover their infrastructure and services and return to normalcy as soon as possible, in a context in which the full extent of the damages has not yet been quantified.
