Regional health research lines through 2030 are approved in La Libertad

The Regional Council of the Regional Government of La Libertad unanimously approved Regional Ordinance No. 000016-2026-GRLL-CR, which approves the “Regional Health Research Lines to 2030 of the La Libertad Region”. The regulation was published in the Official Gazette El Peruano on Monday, September 7, 2026, in the Legal Norms section, and will enter into force the day following its publication.

The ordinance was signed in Trujillo on July 20, 2026, by the president of the Regional Council, Indhira Leyla Espir Calderón, and promulgated on July 22 by the regional governor, Joana del Rosario Cabrera Pimentel. The report was promoted by the Ordinary Health Commission, chaired by economist Edy Luz Bertha Camacho Barreto.

Regulatory framework and background

The initiative is based on Law No. 26842, the General Health Law, which promotes scientific and technological research in the health field, and Law No. 27867, the Organic Law of Regional Governments, which empowers regional governments to formulate and approve health policies within their jurisdiction.

The proposal aligns with national health planning instruments:

• Supreme Decree No. 026-2020-SA, which approves the Multisectoral National Health Policy to 2030 “Peru, Healthy Country”.
• Ministerial Resolution No. 184-2024/MINSA, which sets the National Health Priorities 2024-2030.
• Ministerial Resolution No. 424-2025/MINSA, which formalizes the dissemination and implementation of the National Health Research Lines to 2030.
• Ministerial Resolution No. 386-2008/MINSA, which transferred sectoral health functions to the Regional Government of La Libertad.

Content and scope of the regulation

The first article of the ordinance approves the regional research lines, which form an integral part of the regulation as an annex. The second article charges the Regional Health Management of La Libertad with the implementation, execution, dissemination, tracking, and monitoring of said lines.

The project was supported by favorable technical reports from the Office of Development, Innovation, and Research of the Regional Health Management and from the Sub-management of Institutional Development and Modernization, as well as by the legal report from the Regional Management of Legal Counsel, which concluded that the proposal is viable and does not generate new dependencies or budgetary costs.

Relevance for the region

Scientific and technological research is considered the axis for diagnosing the magnitude and distribution of pathologies in the region, identifying health determinants—biological, behavioral, social, or environmental—and designing evidence-based public policies. The regulation also seeks to evaluate the impact of regional interventions, ensure the efficiency of public spending, and contribute to the fulfillment of the Sustainable Development Goals (SDGs).

With this ordinance, La Libertad consolidates a binding framework that articulates higher education institutions, the scientific community, and the public-private sector, guaranteeing the sustainability of health research and public health decision-making until the year 2030.
