Environmental approval of the solar project

The Evaluation Commission of the Ñuble Region favorably qualified the Environmental Impact Declaration of the Las Mellizas Photovoltaic Plant project, through Environmental Qualification Resolution (RCA) No. 20261600138/2026, dated August 4, 2026. The decision was publicly notified through the Official Gazette of the Republic of Chile, No. 44,526, in its edition of Monday, August 17, 2026, Section I — General Rules, page 1.

The project, submitted to the Environmental Impact Assessment System (SEIA), was presented by Tomás Steinacker Vélez, on behalf of Las Mellizas Generación SpA, as the undertaking’s owner. The resolution was signed by Any Andrea Riveros Aliaga, Secretary of the Evaluation Commission of the Ñuble Region.

Regulatory framework

The favorable environmental qualification was issued in accordance with the provisions of Article 95 and Article 91, final paragraph, of Supreme Decree No. 40/2012, of the Ministry of the Environment, which establishes the Regulations of the Environmental Impact Assessment System (SEIA). The regional Evaluation Commission is the competent body to decide on environmental impact declarations submitted within the jurisdiction of Ñuble, in accordance with Chilean environmental assessment regulations.

Notification was made to all natural and legal persons who had submitted observations during the citizen participation process of the project’s Environmental Impact Declaration, as required by Articles 95 and 91 of the SEIA regulations.

Appeal deadline

  • The deadline to file an appeal is 30 business days from the date of the notification published in the Official Gazette.
  • The appeal must be addressed to the Executive Director of the Environmental Assessment Service (SEA).
  • The legal basis is found in Articles 30 bis, paragraph 5, and number 20 of Law No. 19,300, on General Bases of the Environment.
  • Only those who submitted observations on the project and consider that these were not duly considered in the grounds of the RCA may appeal.

Consultation of the resolution

  • The full text of RCA No. 20261600138/2026 can be consulted on the website of the Environmental Assessment Service: www.sea.gob.cl.
  • Responses to citizen observations are available on the platform of the Environmental Impact Assessment System (SEIA).
  • The resolution may also be reviewed at the offices of the Regional Directorate of SEA Ñuble, located at Constitución No. 288, Chillán, during business hours from 8:30 a.m. to 1:30 p.m., Monday through Friday.
  • The publication in the Official Gazette bears the certified electronic signature in accordance with Law No. 19,799, under the direction of the director of the Official Gazette, Giovanni Calderón Bassi.

The approval of the Las Mellizas Photovoltaic Plant is part of Chile’s drive toward diversifying its energy matrix through renewable sources. The favorable environmental rating removes the main regulatory barrier to the project’s progress in the Ñuble Region, enabling its future construction subject to compliance with the conditions established in the RCA.
