New statutes of the Gran Canaria Emergencies Consortium formally approved

The General Assembly of the Gran Canaria Emergencies Consortium has definitively approved the modification of the entity’s statutes, which provides the public service of firefighting, rescue, and emergency care on the island. The full text, in its modified and consolidated wording, is published in the Official Gazette of the Province of Las Palmas number 108, dated September 9, 2026, under official reference 1834464.

The initial approval agreement was adopted by the General Assembly in an ordinary session held on May 7, 2026, and was submitted for public consultation for a period of thirty days via an announcement published in BOP number 70, dated June 12, 2026, as well as on the notice board of the Consortium’s website. Since no claims or allegations were submitted, and in accordance with Article 49 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, the initial approval agreement is understood to be definitively adopted, without the need for a new agreement from the General Assembly.

A consortium at the service of the island

The Gran Canaria Emergencies Consortium is a public legal entity of an associative, voluntary, and indefinite nature, endowed with full legal personality independent of that of its members. Its purposes are the provision of the public service for firefighting, rescue, and emergency care, in accordance with current legislation.

The founding members are the Cabildo de Gran Canaria, the Government of the Canary Islands, and the consortiumed city councils of the island:

• Agaete, Agüimes, La Aldea de San Nicolás, Artenara, Arucas, Firgas, Gáldar, Ingenio, Mogán, Moya, Santa Brígida, Santa Lucía de Tirajana, Santa María de Guía, Tejeda, Telde, Teror, Valleseco, Valsequillo de Gran Canaria, and Vega de San Mateo.

The Consortium operates within the territorial scope of the consortiumed city councils and the rest of the island of Gran Canaria, in collaboration, where applicable, with other fire prevention and extinction services. Its headquarters are located at Pino Apolinario Street, number 84, in Las Palmas de Gran Canaria.

Organs and legal regime

The entity is governed by the basic regulations of Chapter VI of Title II of Law 40/2015, of October 1, on the Legal Regime of the Public Sector, the Regional Law 8/2015 on Insular Cabildos, and the regulatory development norms, with the supplementary application of Law 7/1985 on local consortia. The Consortium is attached to the Most Excellent Insular Cabildo of Gran Canaria, pursuant to Article 120 of Law 40/2015.

Its governing bodies are:

• The Presidency, which corresponds to the president of the Cabildo de Gran Canaria or the designated island councillor.
• The General Assembly, the superior collegiate decision-making body, with representation from the Government of the Canary Islands, the Cabildo, and the consortiumed city councils.
• The Executive Committee.
• The Management.

In the General Assembly, the Government of the Canary Islands holds 200 votes, the Cabildo de Gran Canaria holds 400, and the city councils hold between 1 and 78 votes depending on their population, with the greatest weight corresponding to Telde (78) and Santa Lucía de Tirajana (38).

Competencies and services

The purpose of the Consortium is the provision of fire prevention and extinction services and the rescue of people and property, exercising the competencies legally attributed to the consortiumed entities. Its specific objectives include:

• Participation in emergency, self-protection, and risk management plans.
• The inspection and investigation of occurred incidents.
• Fire extinction, the rescue of people and property, industrial emergencies, chemical risk, and maritime rescue.
• Technical assistance in each specialty of the service and collaboration with the public security system.

The final approval of the statutes consolidates the legal framework of a service essential for the security of the citizens of Gran Canaria, which groups together practically all the municipalities of the island and guarantees coordination between administrations in the prevention of and response to emergencies.
