Provincial Cooperation and Fire Plan 2026-2027 Approved

The Plenary of the Provincial Council of Burgos, in an ordinary session held on August 28, 2026, agreed to definitively approve the Provincial Cooperation Plan and the Fire Prevention Plan 2026-2027, according to the attached list of beneficiaries and grants. The agreement, which concludes the administrative process, is published in the Official Gazette of the Province of Burgos number 166, dated September 2, 2026, with the official reference BopBUr-2026-03736.

The final approval comes after the public exhibition process and closes the framework for local investments for the 2026-2027 biennium. The document, processed by the Cooperation and Provincial Plans Service, contains an extensive alphabetical list of city councils with their assigned works, the contribution of each municipality and that of the Provincial Council, as well as the total budget for each action.

A cooperation plan with 42 million euros

The Provincial Cooperation Plan 2026-2027 mobilizes a total budget of 42,115,081 euros, of which 33,691,995 euros correspond to the contribution of the Provincial Council of Burgos and 8,423,086 euros to the contribution of the municipalities. The plan finances works in dozens of towns in the province, from small minor local entities to city councils with larger populations.

The planned actions cover a wide range of work typologies:

Street paving, the most recurring item among the municipalities.
Water supply and sewerage.
Public lighting and urbanizations.
Sports facilities, social centers, and multi-purpose buildings.
Town halls and other general administration offices.
Cemeteries, public parks, and maintenance of municipal paths and roads.
Current expenditure and demolition and unclassified works.

Fire prevention, with 11.6 million fully funded by the Provincial Council

The Fire Prevention Plan 2026-2027 has a total budget of 11,691,617 euros, fully financed by the contribution of the Provincial Council of Burgos. The list includes interventions in fires and specific supplies for prevention and extinction, distributed among numerous municipalities and minor local entities in the province.

Among the beneficiaries are towns such as Villarcayo, with five actions for a total of 261,080 euros, Villacomparada de Rueda (55,000 euros), Vilviestre del Pinar (40,990 euros), or Villariezo (52,370 euros), along with dozens of city councils with allocations between 5,000 and 30,000 euros.

Appeal deadlines

Against the agreement, which exhausts the administrative route, interested parties may file an optional appeal for reversal before the Plenary of the Corporation within one month, in accordance with Article 123 of Law 39/2015, of October 1, on the Common Administrative Procedure. A contentious-administrative appeal may also be filed before the Contentious-Administrative Section of the Court of First Instance of Burgos within two months, according to Law 29/1998, of July 13, following the modification introduced by Organic Law 1/2025, of January 2. Both periods are counted from the day following the publication of the announcement, signed in Burgos on August 28, 2026, by the general secretary, José Luis M.ª González de Miguel.

The final approval of both plans provides legal certainty to local investments for the biennium and allows the city councils of the province of Burgos to begin the contracting and execution of their works with guaranteed financing, a key boost for the maintenance of services and the improvement of infrastructure in rural areas.
