Approval of the boundary demarcation of Monte Valderromero and Cerro del Torozo

The Regional Ministry of Sustainable Development of the Government of Castilla-La Mancha has approved the boundary demarcation of the public utility forest no. 41 “Valderromero y Cerro del Torozo”, located in the municipality of Puerto de San Vicente (Toledo). The resolution, which concludes the administrative process, is published in the Official Gazette of the Province of Toledo number 171, dated September 8, 2026, with verification code 2026.00003957.
The file was processed in accordance with Decree 485/1962, of February 22, which approves the Forestry Regulations, Law 43/2003, of November 21, on Forests, and Law 3/2008, of June 12, on Forests and Sustainable Forest Management of Castilla-La Mancha. The procedure was initiated by agreement of the Provincial Delegation of Sustainable Development of Toledo on January 10, 2025, following the drafting of the preliminary report on December 11, 2024, and the boundary survey was carried out on June 5, 2025.
A 330-hectare forest in the Talavera region
The forest, belonging to the Government of Castilla-La Mancha, is defined throughout its perimeter following the demarcation, with a total area of 330.30 hectares, of which 329.82 hectares are public domain and 0.48 hectares correspond to an enclave. The judicial district is that of Talavera de la Reina.
- North: private estates.
- East: old Camino de Puerto Rey.
- South: “Solanillas” forest no. 38 of the Catalog of Public Utility Forests of Toledo, in Sevilleja de la Jara.
- West: municipal boundary line with Alía (Cáceres).
The forest mass is composed of Pinus pinaster, Quercus ilex, Quercus pyrenaica, Quercus suber, and Arbutus unedo, and the forest includes the usual easements for passage via paths.
Adjacent owners and ADIF, affected parties
During the processing, three affected parties submitted documentation prior to the survey, which was analyzed in the legal report of the Legal Service of the Provincial Directorate and in the technical report of the Operating Engineer, César Ángel Sanz Castro, appointed for the demarcation operations. The classification of the estates was as follows:
- The estate of M.A.M. was included in “Group A”.
- The estate of ADIF was included in “Group B”.
- The estate of F.J.M.G. was included in “Group A”.
The file was subject to public information and hearing, with announcements published in the DOCM, the BOE, the Official Gazette of Extremadura, and the bulletins of the provinces of Toledo and Cáceres, as well as on the notice boards of the town halls of Puerto de San Vicente, Alía, and Sevilleja de la Jara. No claims were received during the allegations period.
Registry entry and boundary marking
The resolution orders that the new boundary data be entered into the Property Registry of El Puente del Arzobispo and the Catalog of Public Utility Forests of the province of Toledo, and to proceed as quickly as possible with the marking of the forest boundaries. The perimeter is georeferenced using UTM coordinates (ETRS89 datum, zone 30N) collected in the topographic record and the boundary map.
An appeal for reversal may be filed against the resolution before the head of the Department of Sustainable Development within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of Castilla-La Mancha, based in Albacete, within two months.
The approval of the boundary demarcation provides legal certainty to the delimitation of a public forest of great forestry value in the Jara region, clarifying the boundaries against private estates and the ADIF railway infrastructure, and guaranteeing the correct management and protection of a space integrated into the province’s Catalog of Public Utility Forests.
