Provincial Cooperation Plan for Works and Services 2026 definitively approved

The 2026 Provincial Cooperation Plan for Works and Services (PPOS 2026) of the Provincial Council of Seville has been definitively approved, according to the announcement published in the Official Gazette of the Province of Seville number 179, dated September 15, 2026. The finality of the agreement occurs after the allegations presented by the Almensilla City Council, which were eventually withdrawn, were dismissed. The announcement, issued by the Territorial Cohesion Area, bears the official reference BOP-SE-2026-179001.

An agreement consolidated after public exhibition

The plan was initially approved by Plenary Agreement on July 30, 2026, which provided for the initial and, where applicable, definitive approval of the PPOS 2026. Said agreement was published in BOP number 149, dated August 4, 2026, opening the corresponding public exhibition period.

After this period, the General Secretariat issued a certificate on September 10 stating the processing of the allegations received. The only document submitted through the General Registry corresponded to the Almensilla City Council, with entry registration number 60065, dated August 14, 2026.

The allegation is rendered void

On August 28, 2026, under entry registration number 61946, the Almensilla City Council submitted a new document communicating that it was rendering void the allegation formulated against the initial approval agreement of the PPOS 2026. Consequently, the aforementioned agreement has been definitively approved.

The announcement is signed by the Secretary General, Fernando Fernández Figueroa Guerrero, by virtue of the delegation of Resolution No. 1221/2026, of March 3.

Appeals against the agreement

Against this agreement, which concludes the administrative process, interested parties may alternatively file:

• Optional appeal for reversal within one month from the day following publication, before the Plenary of the Provincial Council of Seville, in accordance with articles 123 and 124 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.
• Contentious-administrative appeal within two months from the day following publication, before the Contentious-Administrative Section of the Court of First Instance of Seville, in accordance with article 46 of Law 29/1998, of July 13, regulating the Contentious-Administrative Jurisdiction.

Relevance for the province

The final approval of the PPOS 2026 clears the uncertainty regarding the funding schedule for works and services in the municipalities of the province of Seville. With the plan now finalized, the Provincial Council of Seville can begin the execution of the planned actions, which constitute a key instrument for cooperation and territorial cohesion for municipalities with lower economic capacity.
