Municipal payment demands for local taxes in dozens of Navarrese town halls

The Official Gazette of Navarra (BON) number 168, dated August 26, 2026, publishes in its notification edicts section dozens of enforcement orders issued by the town councils of the Foral Community to collect unpaid local taxes and fees. The edicts, signed by the executive collectors of each municipality, summon debtors to appear within fifteen calendar days from their publication, under warning that, should they fail to do so, they will be considered notified ex officio.

The processing is supported by Foral Law 13/2000, of December 14, General Tax Law (articles 99.2 and 99.4), which allows for notification by edict when personal notification is impossible, and by Foral Decree 177/2001, of July 2, Collection Regulations of the Foral Community of Navarra. The appearance must take place between nine in the morning and two in the afternoon, Monday to Friday, at the management office at calle Íñigo Arista, number 16 bajo, in Pamplona.

Territorial scope and claimed concepts

The edicts affect a wide number of municipalities, including Aoiz, Aranguren, Artajona, Azagra, Barañáin, Barásoain, Baztan, Beriáin, Berrioplano, Burlada, Castejón, Cintruénigo, Cizur, Enériz, Estella-Lizarra, Esteribar, Etxarri Aranatz, Fitero, Fontellas, Galar, Lodosa, Murchante, Olazti/Olazagutía, and Pamplona. The claimed concepts include:

  • Vehicle circulation tax and urban and rural contributions.
  • Water fees, fixed quota, sanitation canon, sewerage, and meter maintenance.
  • Garbage and waste treatment.
  • Traffic fines and public safety and environmental sanctions.
  • Economic Activities Tax (IAE), capital gains tax (plusvalías), and public road occupation.

The cases of Aoiz, Aranguren, and Pamplona

In Aoiz (reference L2611104), the executive collector Francisco Javier Tellechea González summons debtors for water quotas, sanitation canon, fines, circulation tax, and contributions, with outstanding amounts ranging from 0.73 to 2,942.89 euros, all with an enforcement date of June 18, 2026. In Aranguren (reference L2611131), the collector Susana Casimiro Ilincheta claims urban and rural contributions, teledistribution, and fiber internet, with enforcement orders dated July 21, 2026.

In Pamplona (reference L2611109), the Director of Finance and Public Procurement Responsible, Aitor Navarro Aristorena, signs enforcement order RAL_31, which concentrates a high number of debtors for traffic fines, public safety and environmental sanctions, home care services, capital gains tax, and IAE. In this case, the appearance takes place at the management office at calle Tudela, number 16 bajo, in Pamplona.

Appeals and consequences

Against enforcement orders, it is possible to file, as an optional choice, a motion for reconsideration before the same body within one month, an administrative appeal before the Administrative Tribunal of Navarra in the following month, or a contentious-administrative appeal before the Contentious-Administrative Court within two months. The enforcement procedure shall only be suspended under the terms of Article 166 of the Collection Regulations, and the resolution for the disposal of seized assets shall be notified in accordance with Article 99 of the General Foral Tax Law.

The simultaneous publication of these edicts demonstrates the coordinated effort of the Navarrese city councils to regularize local tax debt, which in many cases dates back to the 2025 fiscal year. For the affected residents, the fifteen-day period is decisive: those who do not appear will be notified ex officio and may face seizures and the auction of assets; therefore, it is advisable to review the BON and visit the managing office before the deadline.
