Biennial call for projects against racism and for citizenship

The Ministry of the French Community is launching a biennial call for projects for the years 2027-2028, aimed at preventing and combating racism and polarization, and promoting interculturality and citizenship among disadvantaged youth. The notice is published in the Belgian Official Gazette (Moniteur belge) of September 15, 2026, page 50255, under the official reference [C − 2026/005090]. Applications are open from September 30, 2026, to October 30, 2026, at 12:00 PM.

The call for projects “Aid to young people in their usual living environment and in their relationships with the social environment” is addressed to open-circuit action services (AMO). It is launched in application of Chapter 3, Section 2bis, of the Decree of March 8, 2018, relating to the promotion of citizenship and interculturality, and targets the specific audience of socially marginalized youth.

Objectives and target audience

The audience benefiting from AMO aid is a population experiencing school, social, and identity fragility, facing daily issues of racism and discrimination that can lead to polarization. The call aims to equip these young people to deal with these problems in their usual living environment and in their relationships with the social environment.

Submitted projects must fall within the Youth Aid sector and involve actions related to educational and/or social prevention, as provided for by Articles 3 and 4 of the Decree of January 18, 2018, establishing the code for prevention, youth aid, and youth protection. Only projects anchored in the sectors organized by the Wallonia-Brussels Federation are eligible:

• Permanent education
• Culture
• Youth
• Youth Aid
• Education
• Sport
• Legal aid for litigants

Budget and funding conditions

The budget allocated to the call for projects amounts to 380,000 euros annually for a duration of two years. Within the limit of available credits, a grant with a minimum annual amount of 5,000 euros and a maximum of 45,000 euros is allocated to each selected project.

• The requested amount may cover part or all of the project expenses, but only strictly necessary costs (personnel and operations);
• The budget is granted annually and renewed from Year 1 (2027) to Year 2 (2028);
• The call funds specific projects and cannot cover the permanent operation of an association or its recurring missions.

Projects may extend over a maximum of 24 months, from January 1, 2027, to December 31, 2028, and may be developed in Wallonia or the Brussels Region, primarily in the French language.

Procedure and evaluation

Application dossiers are submitted exclusively via the form available on the Subside platform, access to which is provided on the webpage www.cimede.pci.be (or via www.cimede.cfwb.be, under the “promotion of citizenship and interculturality” tab). The complete file includes the information required in the form as well as the project budget (estimated income and expenditure).

The PCI axis of the Citizenship, Memory, Democracy Directorate (CiMéDé-PCI) analyzes the admissibility of the files, after which a jury provides an opinion on the quality and appropriateness of the projects. This jury is composed of:

• an expert (academic or associative) in prevention for youth support aspects;
• an expert in citizenship, interculturality, and the fight against racism;
• a representative of the general administration of youth aid;
• a representative of the administration in charge of transversal policies/Equal Opportunities;
• a representative of the minister responsible for equal opportunities.

Selection is based on three rated criteria: the project’s alignment with the framework conditions, its appropriateness (relevance and expected impact), and its maturity (methods, supervision, indicators). The annual grant payment occurs in two installments: 85% no later than six weeks after the budget commitment, and the remaining 15% upon completion, following validation of the justification report.

Scope of the call

This biennial call provides open-environment action services with a concrete financial lever to carry out field actions against racism and polarization among the most vulnerable youth. By funding local initiatives anchored in the sectors of the Wallonia-Brussels Federation, it contributes to strengthening citizenship and interculturality in the neighborhoods, municipalities, and territories of Wallonia and Brussels.
