Selective process rules for civil servants of the Cabildo de Fuerteventura annulled

The Insular Council of Fuerteventura has annulled the general rules governing the selection of career civil servants and permanent contractual staff, in compliance with a final judgment from the contentious-administrative jurisdiction. The decision was adopted by Resolution number 5860/2026, dated August 17, 2026, published in the Official Gazette of the Province of Las Palmas number 100, dated August 21, 2026 (registry 1747107, page 14898).
The annulment is caused by Judgment number 97/2026, dated April 30, 2026, issued by Court number 6 of the Court of First Instance of Las Palmas de Gran Canaria, Contentious-Administrative Section, in Abbreviated Procedure number 234/2025. The finality of the ruling was declared via Ordering Diligence dated July 3, 2026.
Scope of the annulment
The resolution, signed by the Councilor for the Insular Area of Finance, Economic Promotion, Human Resources, Sports, and Sustainable Mobility, renders two previous provisions of the Council null and void:
- Resolution number 2126/2025, dated March 28, 2025, which approved the “General Rules governing the selection processes convened by the Council of Fuerteventura for the selection of career civil servants and permanent contractual staff.”
- Resolution number 25494/2025, dated July 22, 2025, which modified the aforementioned rules, as the regulation modified therein has become obsolete and lacks legal basis.
Execution of a judicial ruling
The agreement is issued as an administrative act of pure execution of a judicial resolution, under the protection and mandate of Article 103 of Law 29/1998, of July 13, regulating the Contentious-Administrative Jurisdiction. The Council takes note of the judgment “for the purposes of its due compliance” and proceeds with the annulment in execution of the final ruling.
The resolution is published in the Official Gazette of the Province of Las Palmas, on the Notice Board, and on the website of the Insular Council of Fuerteventura, and is dated in Puerto del Rosario on August 17, 2026.
Impact on selection processes
The annulment of the general rules affects all ongoing selection processes convened by the Council for the filling of career civil servant and permanent contractual staff positions, which are now deprived of their regulatory reference framework. The insular Corporation must approve new rules that align with the judicial ruling before resuming the calls for applications.
The decision represents a setback for the human resources planning of the Majorero institution and necessitates a review of the selection procedures already underway, with the consequent implications for the candidates registered in the affected processes.
