Antas de Ulla financia con 39.130 euros persoal temporal e Seguridade Social

The Antas de Ulla City Council has definitively approved credit modification number 7/2026 of the current budget, in the form of a credit supplement amounting to 39,130.34 euros, intended to reinforce the items for temporary contractual staff and Social Security. The initial agreement was adopted by the municipal Plenary in an ordinary session on September 24, 2026, and became definitive as no claims were filed during the public exhibition period. The announcement is published in the Official Gazette of the Province of Lugo (BOP) number 251, corresponding to Monday, November 2, 2026, under official reference R. 2965.

The publication is made for the purposes of article 169.1, by referral of 179.4, of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5. This is, therefore, a credit modification file for chapter 1 financed entirely through annulments or credit reductions in other applications of the same budget, without recourse to borrowing or external contributions.

The supplement increases the total of the affected expenditure applications from 263,297.60 euros to 302,427.94 euros. The operation takes place a few months after the local government approved the 2026 budget in force and represents a redistributive adjustment: it does not expand the overall spending capacity of the council, but rather transfers budgetary allocation from one application to others.

Distribution of the credit supplement

The amount of 39,130.34 euros is distributed among three applications in the personnel expenditure areas:

  • 231 131 — Temporary contractual staff: increases from 87,008.00 to 97,008.00 euros, with a supplement of 10,000.00 euros.
  • 241 131 — Temporary contractual staff: increases from 128,463.60 to 149,493.60 euros, with a supplement of 21,030.00 euros.
  • 241 160 — Social Security: increases from 47,826.00 to 55,926.34 euros, with a supplement of 8,100.34 euros.

The bulk of the effort, 21,030.00 euros, is concentrated in application 241 131, while the social security contributions item receives 8,100.34 euros, an amount consistent with the increase in the wage bill implied by the reinforcement of the two temporary contractual staff items.

The contingency fund is reduced to zero

The financing is obtained from a single credit reduction, applied to the contingency fund:

  • 929 500 — Contingency Fund: decreases from 39,130.34 to 0.00 euros, with an annulment of 39,130.34 euros.
  • Total reductions or annulments: 39,130.34 euros.

The immediate consequence is that the council exhausts the entirety of the allocation provided for contingencies in the 2026 budget. The fund is left with a zero balance, meaning that any need arising during the remainder of the fiscal year—from an urgency in basic services to an unforeseen spending obligation—must be covered through other means, such as new credit modifications with reductions in other applications or an extrajudicial recognition of credit.

Final approval and appeal process

The file was processed with the initial approval by the Plenary on September 24, 2026, followed by the mandatory public exhibition period without allegations, which makes it final. The agreement may now be directly challenged through jurisdictional channels.

According to the announcement, and by virtue of article 171 of Royal Legislative Decree 2/2004, of March 5, interested parties may file a contentious-administrative appeal in the form and within the timeframes established in articles 25 to 42 of Law 29/1998, of July 13, regulating said jurisdiction. The filing of the appeal, pursuant to article 113.3 of Law 7/1985, shall not by itself suspend the effectiveness of the challenged act.

The document was signed in Antas de Ulla on October 27, 2026, by the mayor, María Pilar García Porto, and appears in the COUNCILS section of the provincial bulletin.

Impact for residents

The decision directly affects the council’s ability to cover unforeseen needs until the end of the year and confirms that the reinforcement of temporary staff is considered a priority over the contingency reserve. For any person or entity wishing to challenge the modification, the timeframe and method are now those of the contentious-administrative appeal, without its presentation paralyzing the application of the agreement.
