Angón wins the 2026 Rural Impulse Award from the Provincial Council with 30,000 euros

The Provincial Council of Guadalajara has awarded the 2026 Rural Impulse Prize to the City Council of Angón, endowed with 30,000 euros, for an innovative project of territorial transformation and the fight against depopulation. The agreement was adopted by the Governing Board in an ordinary session on September 9, 2026, and is published in the Official Gazette of the Province of Guadalajara number 179, dated September 21, 2026, under file 968/2026. The resolution exhausts the administrative route and leaves the only alternative candidacy submitted, that of the City Council of Arbancón, without an award.

The call for applications was approved in the ordinary session of the Governing Board on June 9, 2026, and its summary was published in the Official Gazette of the Province, identified in the National Grants Database (BDNS 914211). The prize recognizes projects promoted by local entities of the province that, from an economic, social, and environmental dimension, have reactivated areas with depopulation problems and revalued the rural space.

The procedure was processed in accordance with the tenth basis of the call and Article 45 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, and according to the General Grants Ordinance approved by the Plenary of the Corporation on February 21, 2025. The collegiate body issued its evaluation report on September 1, 2026.

Angón, sole winner with 86.49 points

The Governing Board agreed, by five votes in favor, none against, and no abstentions, to grant the award to the candidacy of the City Council of Angón, registered under file 4885/2026 and CIF P1903600C. The proposal obtained a total score of 86.49 points, of which 16.49 correspond to the points-per-inhabitant criterion.

The valuation criteria applied were:

• Innovative nature of the project.
• Viability over time.
• Inverse economic capacity.
• Points per inhabitant.

Arbancón remains without a prize

The second agreement of the resolution denies the prize to the following candidacy, that of the City Council of Arbancón, processed under file 4977/2026 and CIF P1904200A. The reason stated is that its score was lower than the first position of the evaluation carried out, without the published document detailing the grade obtained by this municipality.

The full text of the agreement is published in the Official Gazette of the Province in compliance with the third agreement of the resolution, signed in Guadalajara on September 15, 2026, by the president of the Provincial Council of Guadalajara, José Luis Vega Pérez.

Deadlines and means of appeal

Against the resolution, which ends the administrative route, the following may be filed:

• Contentious-administrative appeal within two months, before the Contentious-Administrative Section of the Court of First Instance of Guadalajara, in accordance with Law 29/1998, of July 13.
• Optional appeal for reversal before the same body that issued the act, within one month, according to articles 123 and 124 of Law 39/2015.

Both periods are counted from the day following the notification, and the filing of the appeal for reversal excludes the contentious route until it is resolved.

The decision directly affects the fabric of the small municipalities of the province, as the prize is designed as an economic incentive for local entities working against population loss. With 30,000 euros for Angón and no allocation for Arbancón, the 2026 Rural Impulse Prize concentrates the provincial support for the reactivation of the rural environment of Guadalajara into a single project.
