Andorra puts the lease of cultivated rural plots out to tender

The Andorra City Council is putting out to tender the use of more than 70 cultivated rural properties from its municipal heritage. The tender is published in the Official Gazette of the Province of Teruel number 177, dated September 16, 2026, following the agreement adopted by the Local Government Board on August 31.

The specifications of particular administrative clauses governing the tender were approved by Agreement of the Local Government Board on August 31, 2026, following a report from the Local Agrarian Council. The plots, which are rural and cultivated, are distributed across numerous polygons and sites within the municipal district, with areas ranging from 200 to 28,000 square meters.

A tender with agricultural preference criteria

The award modality is leasing by application. When two or more applications are received for the same property, a scored order of preference will be applied:

  • Being a primary-occupation farmer: 5 points.
  • Having previously cultivated the plot: 4 points.
  • Being a legal heir or family member up to the second degree of consanguinity of the previous awardee in cases of vacancy due to death, incapacity, or retirement: 3 points.
  • Being adjacent to another plot, whether municipal or private: 2 points.
  • Being a young farmer: 1 point.

In the event of a tie, the award will be resolved by lottery.

The properties and their distribution

The more than 70 plots are located in sites such as Ventorrillo, Saso, Peña del Gato, La Liana, Mas de Martín, Collado, Mas de España, Paridera, Crucilladas, Filada Calanda, Roturas, Cenallo, Valdelobos, Mas Moñicas, Campo Alegre, Mas del Manco, Castillo, Piñuela, Cabos Bajos, El Olmo, El Santo, Ciriaco, Cascallar, Navarretas, and Polígono Estación, among others. The areas range from 200 square meters for the smallest plot to 28,000 square meters for the largest.

Deadlines and submission of applications

Proposals must be submitted to the City Council Secretariat, at Plaza de España number 1 in Andorra (Teruel). The reception period ends on the day ten business days have elapsed, counting from the day following the publication of the announcement in the Official Gazette of the Province of Teruel. The opening of bids will be communicated to the bidders in due course.

Interested parties must provide documentation proving any of the circumstances of the order of preference, such as being a primary-occupation farmer, having previously cultivated the plot, being an heir to the previous awardee, being adjacent to another plot, or being a young farmer.

The tender represents an opportunity for the local agricultural sector to access municipal lands under a lease agreement, with a scoring system that favors professional farmers and young people, in line with the generational renewal of the Teruel countryside.
