Andorra la Vella licita 110 càmeres de videovigilància i 20 gravadors NVR

The Comú d’Andorra la Vella has called for a national tender to award the supply and installation of 110 video surveillance cameras, 20 NVR recorders, and 20 storage hard drives. The agreement was reached by the Junta de Govern on October 13, 2026, and was made public through an edict signed by the mayor, Sergi González Camacho, published in the Official Bulletin of the Principality of Andorra (BOPA) no. 119, dated October 21, 2026, in the Comú’s tenders and auctions section.

This is one of the most relevant security tenders in the parish due to the volume of material involved and the body assuming responsibility: the Unitat de Seguretat Comunal (Servei de Circulació) is the department in charge of processing the file, identified by number 1237-12553/2026. The contract is not limited to the devices but includes everything necessary for them to function.

Object and scope of the supply

The object of the tender is the award for the supply and installation of the following equipment:

  • 110 video surveillance cameras.
  • 20 NVR (network video recorder) recorders.
  • 20 storage hard drives.
  • Connectors, brackets, and small materials necessary for the system’s operation.

The method of award is a national tender, with an open procedure and ordinary processing modality, according to the edict of October 13, 2026.

Deadlines, specifications, and opening of bids

The deadlines set in the tender calendar are as follows:

  • Specifications (Plec de bases): can be downloaded free of charge from the Public Sector Procurement Platform (contractacio.govern.ad/SLE_Internet), in the contractor profile section, starting the day after the publication of the edict in the BOPA.
  • Submission of bids: through the Public Sector Procurement Platform, via the link indicated in the specifications, before 3:00 PM on December 2, 2026.
  • Opening of bids: electronic, on December 4, 2026, at 9:00 AM.
  • Attendance as public: interested parties wishing to follow the opening must request it by email at compres@comuandorra.ad.

The contracting body will notify the link for the opening, via the platform, to all persons who have submitted a bid. For complementary information, the point of contact is the Unitat de Seguretat Comunal (Servei de Circulació).

A package of communal tenders

The video surveillance call is accompanied by other tenders from the same Comú published in the same issue of the bulletin, such as the first phase of the renovation of the heating and cooling system of the Conxita Mora Jordana nursery school, which shares the same deadline for bids —December 2nd at 3:00 PM— and is also processed via a national tender with an open procedure. In both cases, the Governing Board adopted the agreement on October 13, 2026.

The coincidence of deadlines requires interested bidders to prepare the documentation well in advance, as submission is exclusively electronic and the specifications are only accessible through the public procurement platform.

Impact for readers

The tender for 110 cameras, 20 recorders, and 20 hard drives is the most visible part of the video surveillance deployment by the Comú d’Andorra la Vella and directly affects the public space of the parish. For companies in the sector, the tender opens a six-week window to submit bids; for residents, it marks the schedule by which the Comú will renovate and expand its security camera network.
