Por FactBox Admin

Andorra i Espanya activen la interconnexió elèctrica de 220 kV

The Agreement between the Principality of Andorra and the Kingdom of Spain for the implementation of a 220 kV electrical interconnection entered into force on September 23, 2026. This was made public by the Government of Andorra through the edict of October 5, 2026, signed by the Minister of Foreign Affairs, Imma Tor Faus, and published in the Official Bulletin of the Principality of Andorra (BOPA) no. 113, dated October 7, 2026. The agreement concludes the bilateral ratification process between the two states and provides legal coverage for a 220 kV electrical infrastructure.

The agreement was signed in Belém on November 18, 2025, and was published in BOPA no. 56, dated June 3, 2026. Article 8 of the agreement establishes that entry into force occurs on the date of the final diplomatic note by which the contracting parties notify each other in writing of the fulfillment of their respective legal requirements.

The ratification calendar

The process was closed in two consecutive milestones, both documented in the edict:

  • On September 15, 2026, the Embassy of the Principality of Andorra in Spain deposited the instrument of ratification of the agreement before the Ministry of Foreign Affairs, European Union and Cooperation of Spain, via Note Verbale no. 082/MAE/26.
  • On September 23, 2026, the Spanish ministry communicated to the Andorran embassy, via Note Verbale no. 21/18, the fulfillment of the legal requirements of the Kingdom of Spain for the entry into force of the agreement.

With the second notification, the condition of Article 8 was met, and the agreement became effective for both parties.

A 220 kV interconnection

The object of the agreement is the implementation of a 220 kV electrical interconnection between the Principality of Andorra and the Kingdom of Spain. The text published in the bulletin does not detail execution deadlines, budget, or the route of the line: it is limited to making public the date of entry into force of the agreement and the diplomatic procedures that preceded it.

The figure of 220 kV corresponds to a voltage typical of electricity transmission networks, meaning the agreement enables a high-capacity connection between the two electrical systems.

Publication and official scope

The edict is dated Andorra la Vella, October 5, 2026, and is signed by the Minister of Foreign Affairs, Imma Tor Faus. It is published within the international agreements section of BOPA no. 113, corresponding to October 7, 2026, and is made public “for general knowledge.”

The same minister signed other edicts on the same day making public the entry into force dates of other international treaties, such as the International Covenant on Economic, Social and Cultural Rights and the United Nations Convention against Corruption.

Impact for the country

With the entry into force of the agreement, the 220 kV electrical interconnection ceases to be a project pending ratification and now has a current bilateral legal framework. For readers, this news is relevant because it directly affects the security of the country’s electricity supply and the ability to link the Andorran network with that of the neighboring country, two factors that influence the cost and stability of energy.
