Andorra approves new cultural and sports fees with family discounts

The Andorra City Council has given final approval to the update of its cultural and sports fees following the approval by the Plenary on June 29, 2026, of three tax ordinances, published in the Official Gazette of the Province of Teruel number 165, dated August 31, 2026. As no claims were filed during the public exhibition period, the provisional approval agreements were automatically elevated to final, in accordance with article 17.4 of the consolidated text of the Law Regulating Local Treasuries.

The regulations, signed by the mayor Mr. Rafael Guía Marqués, regulate the fee for the provision of artistic, cultural, and training services and activities of the Municipal Culture Service (no. 2026-2537), the fee for the use of municipal facilities (no. 2026-2538), and the fee for the use of the summer pool, indoor pool, climbing wall facilities, and other similar services (no. 2026-2539). All three enter into force on the day of their publication in the provincial gazette.

Music School Rates and Cultural Activities

The cultural fee ordinance sets the fees for musical and artistic training of the Municipal Culture Service, with a registration fee of €11.50 and monthly payments that vary by cycle:

• Music and Movement: €21.50 per month.
• First Cycle (1st and 2nd): €53.50; First Cycle (3rd and 4th): €57.00.
• Second Cycle: €57.00; Conservatory Access: €75.00.
• Adult Musical Training: €35.00; each additional instrument: €21.50.
• Artistic workshops up to 18 hours: €28.00; from 18 hours: €32.50.

Members of the Municipal Band are exempt from paying the registration fee, except for those taking individual classes for the same instrument. The loan of an instrument is free for the first month, and 50% of the amount is refunded if requested within the first four months.

Municipal Facilities and Sports Center

The municipal facilities ordinance updates the usage fees for spaces such as San Macario park, the City Council assembly hall, the bullring, and sports facilities. At the Sports Center, annual membership fees are set at €23.00 (children and seniors), €31.00 (youth), and €46.00 (adults), with reduced rates for absent members and from the second and third four-month periods. The rental of tennis courts is set at €16.00 per hour and the 11-a-side football field at €120.00 per hour.

Pools, Climbing Wall, and Discounts

At the indoor pool, the annual individual membership is €210.00 for adults, €169.00 for youths aged 13 to 17, and €138.50 for minors and those over 65, with 10 and 20-visit passes and family memberships with a 5% discount for four or more members. The summer pool offers monthly and seasonal passes, and the climbing wall is priced at €16.50 per hour.

The three ordinances incorporate non-cumulative social discounts:

• Disability equal to or greater than 33%: 20% (only on membership fees).
• Large families (general category) and single-parent families: 20%.
• Large families (special category), families with no income, or recipients of the Minimum Vital Income: 25%.

The update of these fees affects all users of cultural and sports services in Andorra, who will see unified discount criteria for families and vulnerable groups. The new rates, already in effect since their publication, reinforce the funding of municipal services and facilitate access to culture and sports for lower-income households.
