Andalusia opens public consultation for flood relief grants for olive oil mills

The General Directorate of Agri-Food Industries of the Regional Ministry of Agriculture, Fisheries, Water and Rural Development of the Regional Government of Andalusia has opened for public consultation the draft order approving the regulatory bases for the granting of subsidies intended to compensate for losses caused by flooding in the Andalusian agri-food sector. This is stated in the Resolution of August 12, 2026, published in the Official Gazette of the Regional Government of Andalusia (BOJA) number 163, dated August 24, 2026, within the official announcements section.

The measure responds to the damage caused by the storms that occurred between November 10, 2025, and February 9, 2026, in Andalusia, a period of intense rainfall that hit the community’s agro-industrial fabric with particular virulence.

Beneficiaries and aid regime

The subsidies will be granted on a non-competitive basis, a system that allows all applicants who meet the requirements to be served without the need to compete with one another for a limited budget. They are aimed at the owners of the facilities that suffered the damage:

• Fruit and vegetable handling and conditioning centers, dedicated to the preparation and classification of fruits and vegetables.
• Olive mills, the olive crushing facilities for the production of olive oil.
• Reception, classification, treatment, packaging, and storage centers for grains and seeds, key infrastructures for the cereal and oilseed chain.

Purpose and scope of compensation

The draft order establishes the regulatory bases that will govern the granting of these aids, the purpose of which is to compensate for the economic losses suffered by the owners of these facilities as a direct consequence of the floods. As this is a public consultation process, the text is available so that interested individuals and entities may submit allegations before its final approval.

The publication is part of the regional administration’s response to a climate emergency that affected a large part of the Andalusian territory during the autumn and winter, with episodes of torrential rain that flooded farms and processing plants.

Procedure and deadline for allegations

The announcement is included in section 5.2. Other official announcements of the BOJA, corresponding to the Regional Ministry of Agriculture, Fisheries, Water and Rural Development. The document bears text number 11197 and consists of two pages. During the public consultation period, interested parties may examine the draft order and make any observations they deem appropriate before the bases are approved and the call for applications comes into effect.

The relevance of this measure is notable for the Andalusian agri-food sector, one of the community’s economic engines and especially exposed to adverse weather phenomena. The compensation for losses in olive oil mills, fruit and vegetable processing plants, and grain centers will allow thousands of producers and processing companies to tackle recovery following rains that tested the resilience of the entire value chain, from the field to packaging and marketing.
