Andalusia appoints career civil servants as Forest Firefighter Non-Commissioned Officers

The Regional Government of Andalusia (Junta de Andalucía) has appointed as career civil servants the candidates included in the complementary list of the open-access selection process for entry into the Technical Corps of Non-Commissioned Officers of Forest Firefighters and Emergencies in the Natural Environment. The act is signed by the General Secretariat for Public Administration, attached to the Ministry of Artificial Intelligence, Digital Development, and Public Administration, and is published in the Official Gazette of the Regional Government of Andalusia (BOJA) No. 201, dated October 16, 2026, under reference text No. 13563.

The Resolution of October 13, 2026, is inserted in section 2.1, “Appointments, situations, and incidents,” and occupies three pages of the gazette. Its purpose is to close the complementary list of the open access track—that is, the list of candidates who, while not appearing on the initial definitive list of successful applicants, fill the announced vacancies and acquire the status of career civil servants of the General Administration of the Regional Government of Andalusia.

The appointment corresponds to the 2023 Public Employment Offer and comes after a staggered process that began with the offer of vacancies and continued with the first appointments from the internal promotion track. Filling its positions is considered strategic for maintaining the operational capacity of the regional extinction system.

The resolution published now affects the complementary list of the open-access system, the route through which candidates external to the Administration enter, unlike the internal promotion track reserved for personnel already in active service.

• September 23, 2026: the General Secretariat for Public Administration appoints career civil servants in the internal promotion selection process for entry into the same corps (BOJA no. 188, of September 28, 2026, text no. 12558).
• September 29, 2026: the complementary list of the open competition is appointed to the Corps of Sub-Inspector Officers of Forest Firefighters and Emergencies in the Natural Environment, also from the 2023 Public Employment Offer (BOJA no. 192, of October 2, 2026, text no. 12859).
• October 13, 2026: date of the resolution now published, which completes the complementary list of the Technical Corps of Non-Commissioned Officers (text no. 13563).

Regulatory Framework and Context of the Call

The appointment is supported by the regional public service regulations:

• Law 5/2023, of June 7, on the Public Service of Andalusia.
• Decree 51/2025, of February 24, which regulates the planning and organization of public employment and the entry, internal promotion, and provision of job positions for personnel of the General Administration of the Junta de Andalucía.
• 2023 Public Employment Offer, the temporal framework in which the positions were called.

The incorporation of new forest firefighter non-commissioned officers comes in a year marked by the emergency of the fire that started on August 6, 2026, in the Raboconejo area, in Niebla (Huelva), which affected eleven municipalities in Huelva and Seville and was declared a natural disaster by Agreement of August 31, 2026, of the Governing Council (BOJA no. 171, of September 3, 2026, text no. 11427). Consolidating middle-management positions in this corps strengthens the operational structure of the autonomous community’s fire extinction and prevention system.
