Andalucía eleva a 18,32 millones las ayudas a zonas con limitaciones naturales

The Regional Ministry of Agriculture, Fisheries, Water and Rural Development has increased the 2025 call for aid to areas with natural limitations by 320,000 euros, raising it from 18,000,000 to 18,320,000 euros. The decision is formalized in the Order of October 30, 2026, published in the Official Gazette of the Government of Andalusia (BOJA) number 214, of November 5, 2026, in the 1st section of general provisions, and takes effect from the day following its publication.

The measure responds to a problem that the regulation itself recognizes: the budget credit initially assigned to the intervention proved insufficient to meet the number of applications received in the 2025 campaign. The original call was established by the Order of January 27, 2025 (BOJA number 21, of January 31, 2025) with 14,000,000 euros, and was already expanded by 4,000,000 euros by the Order of November 25, 2025 (BOJA number 233, of December 3, 2025), up to 18,000,000 euros.

A line from 14 to 18.32 million in two expansions

The new increase is approved under section 4 of the sixth resolution of the call and Article 10.d) of Decree 282/2010, of May 4, which approves the Regulations for the Granting Procedures of Subsidies of the Administration of the Government of Andalusia. The order publicizes the increase in credit prior to the granting resolution and using the same means as the call.

The processing begins with the proposal from the Directorate General for Direct Aid and Markets, dated July 22, 2026. The regional minister Ramón Fernández-Pacheco Monterreal signs the regulation in exercise of the competence attributed to him by Decree 193/2026, of July 30, on the organic structure of the ministry, and Article 115 of the Recast Text of the General Public Finance Law of the Government of Andalusia.

How the 18,320,000 euros are distributed

The allocation is distributed among the three operations that make up intervention 6613:

  • 6613.1, compensatory payments for mountain areas: 12,347,432 euros.
  • 6613.2, compensatory payments for other areas with significant natural limitations: 5,198,698 euros.
  • 6613.3, compensatory payments for other areas with specific limitations: 773,870 euros.

The order applies the increase to all applications corresponding to the 2025 campaign and warns that the allocation is subject to the approval by the European Commission of version 8 of the Strategic Plan for the Common Agricultural Policy (CAP Strategic Plan) 2023-2027 and existing budget availability.

40,000 euros more for 2024 applications

On the same date, the department published a second order that does the same for the previous fiscal year. The Order of October 30, 2026 —BOJA number 214, of November 5, page 14513— sets an additional amount of 40,000 euros for the 2024 call, regulated by the Order of February 6, 2024 (BOJA number 32, of February 14, 2024), such that the total credit amounts to 18,040,000 euros.

The itinerary is identical to that of 2025: the initial 14,000,000 euros were increased by 4,000,000 by the Order of December 5, 2024 (BOJA number 240, of December 12, 2024). In this case, the publicity of the increase occurs after the final award resolution and entails a complementary resolution in accordance with article 10.e) of Decree 282/2010. The budgetary distribution is 12,137,432 euros for mountain areas, 5,198,698 for other areas with significant natural limitations, and 703,870 for specific limitations, and the proposal from the general directorate is dated July 20, 2026.

Impact for the sector

The two orders confirm that the demand for these grants, aimed at farmers and livestock breeders working under unfavorable production conditions, has exceeded the Junta’s budgetary forecasts year after year. The reinforcement of 320,000 and 40,000 euros allows for the processing of files that were left out of the initial credit without opening a new application period or restarting the resolution countdown, so that the beneficiaries of the 2024 and 2025 campaigns maintain their rights without additional formalities.
