Andalusia urgently calls for the renewal of the memberships of the Gypsy Council

The Regional Ministry of Social Services, Families and Equality of the Junta de Andalucía has announced, through the Order of August 26, 2026, the selection procedure for organizations of the Roma people’s associative movement that will designate their representatives for the ten seats of the Andalusian Council of the Roma People. The regulation, signed by the regional minister María Dolores López Gabarro, is published in the Official Gazette of the Junta de Andalucía (BOJA) number 168, dated August 31, 2026, on page 11324.

The call is being processed via an urgency procedure, with deadlines reduced by half, to ensure that the renewal of the seats occurs before the current mandate of the body, which lasts four years, expires.

A Key Body for Participation

The Andalusian Council of the Roma People was created by Decree 253/2021, of November 16, as a collegiate body for social participation in public policies promoting equal opportunities, treatment, and inclusion of the Roma community in Andalusia. It is composed of a presidency, two vice-presidencies, a secretariat, and 29 seats, ten of which correspond to organizations of the Roma associative movement with a presence in the autonomous community.

The previous procedure was resolved by the Resolution of November 9, 2022, of the General Directorate for Social Protection and Priority Action Neighborhoods (BOJA no. 219, of November 15, 2022), following the call of the Order of June 2, 2022 (BOJA no. 108, of June 8, 2022). The Council was established on November 23, 2022.

Urgency Processing and Deadlines

The urgency is justified by the coincidence of the renewal with the institutional context resulting from the elections to the Parliament of Andalusia held on May 17, 2026, and the subsequent reorganization of the administrative structure. Under Article 33 of Law 39/2015, of October 1, the procedure’s deadlines are reduced by half, except for those relating to the submission of applications and appeals.

  • Submission of applications: ten business days from the day following the publication in the BOJA, exclusively through the Single Telematic Registry of the Junta de Andalucía.
  • Resolution of the procedure: maximum of three months from publication.
  • Correction of defects: five business days.
  • Allegations to the provisional proposal: five business days.

Requirements and Evaluation Criteria

Private non-profit entities of the Roma associative movement operating in Andalusia may participate, provided they have been registered in the Registry of Social Entities, Centers, and Services at least two years prior to the call, have a registered office or delegation in the community, and can prove programs in favor of the Roma community. Associations that are part of federations that have applied for the same call will not be admitted.

The awarding of the ten seats will be carried out by the Technical Evaluation Commission through a proportional system, with a minimum score of 40 points and a maximum of two seats per entity. The evaluation criteria include:

  • Structure and management capacity (up to 16 points).
  • Effective territorial implementation (up to 11 points).
  • Representativeness, seniority, and equality between women and men (up to 10 points each).
  • Experience in social programs, integration into collegiate bodies, and management quality.

Relevance of the body

The Council has established itself as the main space for institutional dialogue and collaboration with the Andalusian Roma people. On November 22, 2024, it approved the “Action Protocol in Serious Cases of Antigypsyism,” the first of its kind at a regional level in Spain, and has actively participated in the commemoration of the 600th anniversary of the arrival of the Roma people in the Iberian Peninsula, the year in which the Andalusian Government awarded the Medal of Andalusia for Solidarity and Concord to the Andalusian Roma People. The renewal of its seats guarantees the continuity of this participation body in the monitoring and evaluation of public policies directed at the Roma community.
