The order is issued in exercise of the competence provided for in Article 10 of Decree 193/2026, of July 30, on the organic structure of the Ministry, and is signed by the Regional Minister Ramón Fernández-Pacheco Monterreal; the summary is signed by the Vice-Minister María Consolación Vera Sánchez.
The stated objective is to contribute to the development of breeding programs and the implementation and promotion of the “Native Breed” logo for the conservation and improvement of livestock breeds, when there is a public, social, economic, and environmental interest.

The following may apply for the grants, under a competitive process:
- Breeder organizations officially recognized by the Regional Ministry of Agriculture, Fisheries, Water and Rural Development.
- Public entities subject to Administrative Law recognized for the management of native breed breeding programs, which are not considered State aid.
- Associations integrated into beneficiary federations or confederations that execute part of the subsidized activities.
Within the approved breeding program, the following are subsidized: the creation and maintenance of herdbooks and genetic resource conservation activities up to 100% of the cost, performance control and genetic evaluation up to 70%, and the implementation of the “Native Breed” logo up to 100%. An equivalent additional amount is permitted if credit availability is declared, and the subsidy may not exceed 60,000 euros per breed and year. Advances may reach 50% of the granted aid without prior justification.
Evaluation Criteria
The evaluation is based on 100 points: a national technical efficiency block (up to 60) and an Andalusia strategic block (up to 40). The main indicators are:
- Establishment or maintenance of the breed’s germplasm bank: up to 30 points.
- Analysis of genetic markers and parentage: up to 20 points.
- Contribution to the National Animal Germplasm Bank: up to 10 points.
- Degree of threat to the breed: up to 20 points (high risk, 20; medium, 12; low, 8).
- “Indigenous Breed” logo with accredited commercialization: up to 10 points.
- Participation in official livestock competitions: up to 4 points.
- Farms in protected areas or Natura 2000 Network: up to 6 points.
Impact for the Sector
The call arrives with breeders’ associations as the sole management channel for studbooks and germplasm banks, meaning their continuity conditions the maintenance of breeds that are often threatened and have low census numbers. The distribution by competitive tender, with specific weighting for the degree of threat and presence in protected areas, prioritizes entities operating in areas with environmental limitations and those who prove commercialization under the official logo.
