Andalucía convoca 180.000 euros en ayudas a la pesca sostenible para 2027

The Ministry of Agriculture, Fisheries, Water and Rural Development has announced the 2027 grants for the sustainable development of fisheries in Andalusia, with two lines funded with 80,000 euros for energy efficiency and 100,000 euros for hygiene, health, safety, and working conditions on board. The call is formalized through the Order of October 21, 2026, published in the Official Gazette of the Government of Andalusia (BOJA) No. 211, of October 30, 2026, with official reference 00345538, along with the extract 00345540 (pages 14308 and 14310).

Two subsidy lines funded by the EMFAF

The grants are based on the regulatory frameworks approved by the Order of June 26, 2024 (BOJA No. 127, of July 2, 2024) and are financed by the European Maritime, Fisheries and Aquaculture Fund (EMFAF) 2021-2027, within the framework of Regulation (EU) 2021/1139. The maximum amounts called per line are:

  • Energy efficiency and climate change mitigation: 0.00 euros in 2026 and 80,000 euros in 2027, charged to budget item 1200120000G/71P/77300/00 (G4110303A6 2024000252).
  • Hygiene, health, safety, and working conditions for crew and shore-based fishers: 27,643.36 euros already allocated in 2026 and 100,000 euros in 2027, charged to the same budget item (G4110502A6 2023000205).

In both cases, it is required that the investments do not result in an increase in the vessel’s gross tonnage. The call involves multi-annual expenditure commitments and provides, in addition to the initial credit, a maximum additional amount of 2,000,000 euros that could be incorporated before the award resolution without opening a new application period.

Shipowners, crew, and shore-based fishers

Beneficiaries may include natural and legal persons, as well as communities of assets and civil societies, who are owners of the fishing vessel or its shipowners, provided there is an agreement with the ownership to carry out investments on board. It also includes those who own the auxiliary vessel associated with the almadraba (tuna trap), which must have administrative authorization and have operated in the previous two campaigns. The second line expressly includes shore-based fishers.

The instructing body will be the Grant Management and Diversification Service of the Directorate General for Fisheries, Aquaculture and Blue Economy. Processing is exclusively electronic, using procedure codes 25512 (energy efficiency) and 25514 (hygiene and safety) from the Procedure Catalog of the Electronic Office of the Government of Andalusia, and identifiers BDNS 937101-937102.

Ten business days and up to 75% of the investment

Applications, adjusted to the model in Annex I, must be submitted within ten business days starting from the day following the publication of the summary in the BOJA. The resolution corresponds to the head of the General Directorate of Fisheries, Aquaculture, and Blue Economy by delegation, with a maximum period of six months, after which applications shall be understood as rejected due to administrative silence. An advance of up to 20% is permitted before the justification of the investment and without the establishment of a guarantee.

According to the Selection Criteria Document approved by the EMFAF Monitoring Committee on February 5, 2025, the maximum aid intensity may reach 75% of the investment when it is of an innovative nature; this fact, except in the case of flying doors—verified ex officio by the managing body—must be accredited by a report from a certification entity accredited by the National Accreditation Entity (ENAC). The order, signed by counselor Ramón Fernández-Pacheco Monterreal, exhausts the administrative route and allows for an optional appeal for reversal within one month.

Impact for the sector

The call arrives with the 2026 credit practically exhausted in the working conditions line—27,643.36 euros already allocated—and with the energy efficiency line without funds in the previous year, so that the 180,000 euros for 2027 are added to the possibility of up to two million additional. For shipowners, crews, and fishers along the entire Andalusian coast, the real margin for submitting projects is barely two weeks from the publication of the summary.
