Andalucía convoca 12 millones en ayudas a agroindustrias por las inundaciones

The Regional Ministry of Agriculture, Fisheries, Water and Rural Development of the Junta de Andalucía has announced 12 million euros in grants for agro-industries that lost activity due to the floods caused by the storms recorded between November 10, 2025, and February 9, 2026. The call is published in BOJA no. 195, dated October 7, 2026, through the Resolution of October 2, 2026, of the Directorate General of Agri-Food Industries. The deadline to submit applications is only fifteen days from the day following the publication of the summary.

A twelve-million-euro call for the agri-food industry

The call is processed under a non-competitive concurrence regime and is supported by the regulatory bases approved by the Order of September 23, 2026, published in BOJA no. 186, C2, of September 24, 2026. The stated objective is to compensate for cost increases due to the lack of raw materials and the drop in productive activity, favoring the economic continuity of companies and the maintenance of agricultural employment.

The administrative precedent is the Agreement of February 18, 2026, of the Governing Council, which declared the consequences of these storms as a natural disaster with an impact on agricultural productive potential and hydraulic infrastructures (BOJA no. 36, of February 23).

The grants are 100% funded by the Junta de Andalucía and comply with Regulation (EU) 2023/2831 regarding de minimis aid. The call is identified by procedure code 26007 and number BDNS 932960.

Who can apply for the grants

Beneficiaries may be natural or legal persons, and their groupings, who carry out economic activity in Andalusia in any of these sectors:

  • Fruit and vegetable handling and packaging centers.
  • Olive oil mills.
  • Centers for the reception, classification, treatment, packaging, and storage of grains and seeds.

Applicants must also meet these requirements:

  • Have facilities in Andalusia that were operational on the dates of the floods.
  • Be registered in the Registry of Agri-Food Industries of Andalusia (RIA), regulated by Decree 173/2001, of July 24.
  • Have submitted the Annual Activity Declaration to the RIA for the last five years (2021, 2022, 2023, 2024, and 2025).

Fifteen-day deadline and three months to resolve

The application period is fifteen days starting from the day following the publication in the BOJA of the summary provided for in Article 20.8.a) of Law 38/2003, General Law on Subsidies, which appears in this same issue of the bulletin. Applications shall be addressed to the head of the General Directorate of Agri-Food Industries in accordance with the model in Annex I, and shall be accompanied by the forms in Annexes II and III for hearing and justification of payment.

The maximum period to resolve and publish the resolution is three months from the day following the end of the application period. Once this period has elapsed without an express resolution, interested parties may consider their applications rejected by administrative silence.

Financing, pro-rating, and appeals

The maximum planned amount is 12,000,000.00 euros, charged to budget item 1200010000 G/71E/47001/00 BOR0000001 for the 2026 fiscal year, on an estimated basis. If the budget availability proves insufficient, a proportional pro-rating will be applied among all beneficiary entities through a reduction coefficient.

An optional appeal for reversal may be filed against the resolution within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Section of the Court of First Instance of Seville within two months. The resolution is signed by the Director General of Agri-Food Industries, Carmen Cristina de Toro Navero.

The call arrives with the calendar against it: fifteen days to gather the application, the hearing documentation, and the justification, in a sector that is still reeling from the loss of raw materials from the campaign. For hundreds of Andalusian olive mills, fruit and vegetable centers, and grain and seed centers, the real margin for reaction depends on having their RIA registration and annual activity declarations up to date.
