Andalucía autoriza la subestación eléctrica Ochuelos y su línea en Tomares

The Territorial Delegation of Economy, Finance, European Funds and University, Industry, Energy and Innovation in Seville has granted the prior administrative authorization and the administrative construction authorization for the electrical installation called Ochuelos 66/15 kV Electrical Substation Project and 66 kV Underground Connection Line to the Existing Network in the municipality of Tomares (Seville). The resolution is published in the Official Gazette of the Province of Seville (BOP) number 210, dated Thursday, October 29, 2026, with official reference BOP-SE-2026-210030 and file number 299193.

The procedure and the competent body

The application was submitted on February 13, 2026, by the Junta de Compensación Sector SUS-1 de Tomares, which provided the mandatory documentation for file reference 299193 (R.A.T. 114933). The processing complied with Title VII of Royal Decree 1955/2000, of December 1, which regulates the activities of transport, distribution, marketing, supply, and authorization procedures for electrical energy installations, in development of Law 24/2013, of December 26, of the Electricity Sector.

During the process, the application and technical documents were forwarded within a thirty-day period to the Tomares City Council, the only body identified by the promoter as potentially affected. The resolution confirms that there is agreement between the affected bodies and the petitioner, as well as with the allegations and reports submitted within the deadline.

The competence to resolve corresponds to the General Secretariat of Industry and Energy, although it was delegated to the provincial territorial management bodies through the Resolution of March 11, 2022, of the General Directorate of Energy (BOJA no. 52, of March 17, 2022). The resolution is signed on October 20, 2026, by the territorial delegate, Iván Pestaña Ruiz.

Technical characteristics of the installation

The resolution details the main characteristics of the authorized project:

  • Power line: double-circuit underground, 1.630 kilometers in length, originating at the new Ochuelos substation and ending at the 66 kV “Bormujos-Zaudín” high-voltage line.
  • Operating voltage: 66 kV, with 36/66 kV XLPE 1x1000 mm² aluminum and 160 mm² copper conductors.
  • 66 kV positions: indoor shielded and SF6 insulated GIS type, with a double-busbar scheme, two line bays, two power transformer primary bays, and one bus-coupling module.
  • 15 kV positions: indoor shielded gas-insulated SF6-free cabins, with a single-busbar scheme; 13 line positions, 2 power transformer positions, 2 capacitor bank positions, 2 auxiliary service positions with busbar voltage measurement, and two riser bays.
  • Transformers: one 66/15 kV 40 MVA and another 25 MVA, both with on-load tap changing.
  • Budget: 6,168,383.23 euros.

The text also recalls that, pursuant to Regulation (EU) 2024/573, as of January 1, 2026, the commissioning of electrical switchgear up to 24 kV using fluorinated greenhouse gases is prohibited; therefore, the holder must communicate the exception they will apply for, if applicable.

Conditions, transfer, and deadlines

The authorization establishes that the installation must be transferred to the local distribution company, with the transfer permitted once the works are completed. The operating authorization will be granted in favor of the distributor in accordance with Article 25 of Royal Decree 1048/2013, of December 27, and Articles 133 and 134 of Royal Decree 1955/2000.

Among the imposed conditions, the following stand out:

  • Notify the Delegation in writing of the commencement and completion of the works.
  • Execute the works in accordance with the submitted project and any authorized variations.
  • Obtain the operating authorization prior to commissioning.
  • Maintain the validity of the resolution solely within the exercise of the Delegation’s competencies, subject to other licenses and rights-of-way.

The estimated period for execution is two years from the day following notification. An administrative appeal may be filed against the resolution, which does not exhaust administrative remedies, before the Counselor for University, Industry, Energy, and Innovation of the Junta de Andalucía within one month.

Impact for the municipality

The purpose of the installation, according to the resolution, is to enable new urban developments by providing high-voltage electricity supply in the municipal districts of Tomares, Bormujos, and Espartinas, although the affected area is that of Tomares. The authorization thus unlocks the electrical infrastructure associated with residential sector SUS-1 and transfers the following steps to the Tomares City Council and the distributor: licenses, execution of work, and transfer of the network.
