Andalucía expands public information on water canons for 2027
Por FactBox Admin

The General Directorate of Water Infrastructure, under the Ministry of Agriculture, Fisheries, Water and Rural Development, has extended the public information period for the initial proposals for the Water Regulation Canons and Utilization Tariffs for the 2027 fiscal year. The decision is detailed in the Resolution of October 22, 2026, published in the Official Gazette of the Regional Government of Andalusia (BOJA) No. 208, of October 27, 2026, within section 3 of “Other provisions” and with the official identifier text no. 14087. The announcement spans two pages and affects the three hydrographic demarcations managed by the Regional Government of Andalusia.
The resolution is part of the annual procedure through which the regional Administration sets the public water prices that impact users of the public hydraulic domain. With the extension of the deadline, the public exhibition process for the initial proposals—the step prior to the final approval of the tariffs for the next fiscal year—allows more time for the submission of observations by city councils, irrigators, companies, and citizens.
Three demarcations in the spotlight
The territorial scope of the resolution covers the three demarcations over which the Regional Government of Andalusia exercises management competencies:
- Hydrographic Demarcation of the Andalusian Mediterranean Basins, which comprises the Mediterranean coastal systems of the community, from the eastern end of Almería to the province of Cádiz.
- Hydrographic Demarcation of the Guadalete and Barbate rivers, in the Atlantic area of Cádiz.
- Hydrographic Demarcation of the Tinto, Odiel and Piedras rivers, in the province of Huelva.
These are precisely the three basins whose canons and tariffs are reviewed every year by the General Directorate of Water Infrastructure; therefore, the extension of the process announced now affects the approval calendar for water prices across the entire Andalusian coast and in the Huelva area.
Regulation canons and utilization tariffs: what is being reviewed
The file submitted for public information combines two distinct economic figures, both planned for the 2027 fiscal year.
- The regulation canon compensates for the availability and use of hydraulic regulation infrastructures—dams, reservoirs, and pipelines—built with public funding.
- The water utilization tariff covers the costs of the works and services associated with the abstraction, transport, and delivery of the resource to the various users.
Both figures are transferred to the water bills paid by households through municipal services and to the costs assumed by irrigation communities, urban water supplies, and industrial users across the three basins. The annual review of these parameters is, therefore, the mechanism that determines the increase or containment of the price of water in each fiscal year.
A process with more time for allegations
The resolution of the General Directorate of Water Infrastructure is limited to extending the public information period already open regarding the initial proposals, without publishing the details of the amounts or the specific new exhibition calendar in the announcement. The extension was approved via a resolution signed on October 22, 2026, and is included in the summary of the BOJA dated the 27th, along with the rest of the provisions of the Ministry of Agriculture, Fisheries, Water, and Rural Development.
During the process, local entities, user communities, agricultural organizations, and affected companies may examine the proposal and present any allegations they deem appropriate before the Ministry submits the final proposal for approval. The extension of the deadline specifically seeks to broaden the participation of the parties who bear the cost of the resource in a hydrological planning context marked by the need to finance regulation infrastructures and guarantee supply in basins with limited availability.
Impact for households, irrigators, and industry
The price of water for 2027 in the Andalusian Mediterranean basins, in the Guadalete-Barbate, and in the Tinto-Odiel-Piedras will be set by the proposal now subject to public exhibition. For households, the review translates into the water bills of their municipalities; for irrigators, into the operating costs of the irrigation zones; and for industry, into a production factor that is especially sensitive in areas such as the Huelva Chemical Pole or the Malaga and Almeria coastlines. The extension of the deadline delays the processing, but also opens an additional window for those affected to influence tariffs that will determine the cost of water throughout the next fiscal year.
