Andújar announces an open competitive examination for a municipal Treasury position

The Andújar City Council has convened and approved the rules for the selection process to permanently fill one position as a General Administration Technician (Treasury) through open competition, derived from the 2024 Public Employment Offer. The call was approved on September 16, 2026, and is published in full in the Official Gazette of the Province of Jaén on Monday, September 21, 2026, under official reference 2026/4387. The announcement is signed by the mayor-president, Francisco Carmona Limón, in Andújar on September 17, 2026.

The position is reserved for civil service personnel and complies with the Job Position Relationship and the municipal budget staff. The process is governed by the revised text of the Basic Statute of Public Employees Law (TREBEP), Law 7/1985 regulating the Bases of the Local Regime, Law 5/2003 of the Public Function of Andalusia and, supplementarily, Royal Decree 364/1995 on entry into the State Administration.

Position characteristics and requirements

• Position: General Administration Technician (Treasury), a single vacancy.
• Scale: General Administration; sub-scale: Technical.
• Group A, subgroup A1; level 26; staff number 41.
• Selection system: open competition.
• Required qualification: Degree or Licentiate in Law, Political Science and/or Administration, Economics, Business Sciences and/or Business Administration and Management (ADE), or equivalent degrees.

Applicants must have Spanish nationality or be a national of a European Union member state, be at least 16 years old and not exceed the maximum compulsory retirement age, possess the functional capacity to perform the position, and not be disqualified or subject to any cause of incapacity or incompatibility. Persons with disabilities will be admitted under equal conditions and may request adaptations regarding time and means.

Application period, fee, and admission

Applications shall be addressed to the mayor-president and submitted within 20 calendar days starting from the day following the publication of the summary of the call in the Official State Gazette. They may be delivered to the General Registry of the City Council or through any of the channels specified in article 16 of Law 39/2015, and those who submit them to another Administration must notify procesosselectivos@andujar.es.

The examination fee is 35.84 euros, in accordance with article 4 of Fiscal Ordinance No. 36, and shall be paid in person at the Citizen Service Office or via self-assessment through the municipal electronic office. The application must be accompanied by the DNI (ID), the declaration of functional capacity, the qualification, proof of payment, and the declaration of meeting the requirements.

After the application period, the Mayor’s Office will issue a resolution with the provisional lists of admitted and excluded candidates, published in the Official Provincial Gazette, the website, and the notice board. There will be ten business days to rectify exclusions in accordance with Article 68 of Law 39/2015.

Two exercises and a syllabus of 90 topics

The qualifying tribunal will consist of a president who is a career civil servant, three members, and a secretary, all appointed by the mayor-president, based on criteria of impartiality and parity. The competitive examination consists of two eliminatory exercises, with a maximum of 20 points (10 per test) and a minimum of 5 in each:

• First exercise: a theoretical multiple-choice test on the syllabus in the annex, with a penalty for errors according to the formula A-(E/(X-1)).
• Second exercise: a written development, for a maximum of two hours, of one or several practical cases.

Between the end of one exercise and the start of the next, between 72 hours and 45 business days must elapse. The annexed syllabus comprises 90 topics, ranging from the Constitution and local government to the Treasury of Local Entities, internal control, and the auditing function. Individual calls will be made in alphabetical order starting with the letter B, according to the 2026-2027 draw.

The proposed candidate will have 10 calendar days to submit the documentation and will be appointed by the mayor-president, being assigned to position number 41. Against the rules, which exhaust the administrative route, an optional appeal for reversal may be filed within one month before the Mayor’s Office, or a contentious-administrative appeal within two months before the Contentious-Administrative Court of Jaén.

The call reinforces the economic area of the Iliturgitan city council with a technical profile specialized in Treasury and opens a stable opportunity for university graduates, who must stay alert to the publication of the summary in the Official State Gazette to activate the calculation of the application period.
