Ana María Albert Balaguer will lead the Arnau de Vilanova-Llíria Health Department

The Consell has appointed Ana María Albert Balaguer as manager of the València-Arnau de Vilanova-Llíria Health Department, under the Department of Health, through the free appointment procedure. The decision is formalized in the Resolution of October 8, 2026, published by the Official Gazette of the Generalitat Valenciana (DOGV) in issue 10475, dated October 21, 2026, within section II. Authorities and Personnel, subsection B) Appointments and dismissals.

A position filled by free appointment

The resolution fills the health department manager position with post number 20116, assigned to the Department of Health. The appointment is resolved via the free appointment system, a procedure that allows the Administration to designate the holder without an open competition among applicants.

The file originates from the call approved by the Resolution of April 15, 2026, from the General Directorate of Personnel, published in DOGV number 10345, dated April 20, 2026, which opened the provision of several manager positions for health departments dependent on the department.

The evaluation committee in charge of judging that call issued its award proposal on October 5, 2026, specifically referring to the València-Arnau de Vilanova-Llíria department. The resolution is issued by virtue of the competence attributed by Article 4 of Decree 22/2025, of February 11, of the Consell, which approves the Organic and Functional Regulations of the Department of Health.

Assumption of office and effects

The text establishes that the assumption of office in the awarded position will occur on the first business day following the publication of the resolution in the DOGV, placing the management handover on the day immediately following October 21, 2026.

The resolution is signed in València, dated October 8, 2026, by the Minister of Health, Marciano Gómez Gómez, and exhausts the administrative route.

A process that has already resolved six other managements

The appointment of Albert Balaguer is added to the awards already published within the same call from the General Directorate of Personnel:

• Juan Augusto Puig Larrosa, manager of the Dénia Health Department (position 80.336), resolved by the Resolution of August 13, 2026 (DOGV number 10434, of August 21, 2026).
• José Luis Poveda Andrés, manager of the València-La Fe Health Department (position 27.252), in the same resolution.
• Luis Miguel Ibáñez Gadea, manager of the València-Doctor Peset Health Department (position 27.270), also in the August resolution.
• Francisco José Canals Candela, manager of the Elda Health Department (position 3993), by the Resolution of September 27, 2026 (DOGV number 10465, of October 5, 2026).
• Francisco Soriano Cano, manager of the Alicante-Hospital General Health Department (position 4797), in that same resolution.

Appeals against the resolution

Against the resolution, which exhausts the administrative route, a contentious-administrative appeal may be filed before the competent jurisdictional body within two months from the day following its publication, in accordance with articles 8, 10, 14, and 46 of Law 29/1998, of July 13, regulating the contentious-administrative jurisdiction.

Optionally, a request for reversal (recurso de reposición) may be presented within one month from the day following publication, according to articles 123 and 124 of Law 39/2015, of October 1, on the common administrative procedure of public administrations.

The change in management of the València-Arnau de Vilanova-Llíria Health Department affects the direction of a health area that serves the population of the València-Sud area and municipalities such as Llíria and Vilamarxant, such that the appointment directly impacts the management of resources, personnel, and services of a department with a wide user base. The publication in the DOGV closes the administrative phase of the process and opens the period for eventual challenges.
