European aid to SUVILOR in Lorca increased to 218,748 euros

The Governing Council of the Region of Murcia has approved Decree No. 153/2026, of July 30, which extends to EUR 218,748.00 the aid granted by direct award to the municipal company Suelo y Vivienda de Lorca, S.A. (SUVILOR) to increase the public housing stock intended for social rental. The regulation is published this Friday in the Official Gazette of the Region of Murcia (BORM) and sets the completion of the works for August 14, 2026.

The new decree amends Decree No. 96/2024, of June 27, published in BORM No. 152, of July 12, 2024, which approved the special rules regulating the direct award of this aid within the framework of Programme 6 for the construction of social rental housing in energy-efficient buildings under Royal Decree 853/2021, of October 5, of the Recovery, Transformation and Resilience Plan, financed by the European Union through NextGenerationEU. The action is covered by Agreement No. 33 of the Bilateral Commission, held on December 15, 2023, between the Ministry of Housing and Urban Agenda, the Autonomous Community and the Lorca City Council, and amended by Addendum I, of June 7, 2024, and Addendum II, of June 11, 2026.

Maximum amount and financing of the action

Addendum II agreed to increase the PRTR aid to the maximum as sufficient credit was released from other actions, which prompted the reform of the regional decree. The economic data included in the regulation are:

  • Aid granted to SUVILOR (Tax ID A30323968): EUR 218,748.00 (two hundred eighteen thousand seven hundred forty-eight euros), subsidized entirely from European PRTR funds originating from NextGenerationEU.
  • Total estimated budget of the action under the public promotion regime: EUR 898,447.86.
  • Additional financing from the Ministry of Housing and Urban Agenda: EUR 296,198.15 from the “Plan Lorca Vivienda”, a nominal subsidy charged to budget item 17.09.261N.768 of Law 11/2021, of December 30, on the General State Budget.
  • Expenditure allocated in the budgets of the Autonomous Community: EUR 218,748.00 charged to budget item 14.02.00.431C.766.60, project 52879, with multi-year payment.

Deadlines for execution and justification

  • The works and actions covered by the aid must be completed by 14 August 2026, without prejudice to extensions that may be authorized in accordance with article 4.7 of Royal Decree 853/2021, as amended by Royal Decree 326/2026, of 22 April.
  • Supporting documentation of completion and compliance with the purpose of the subsidy must be submitted to the Directorate General for Housing before 31 October 2026.
  • The Autonomous Community of the Region of Murcia must send the justification of the actions to the Ministry of Housing and Urban Agenda by 31 December 2026.

Regulatory framework and signature

Royal Decree 326/2026, of 22 April, enabled the bilateral monitoring committee to authorize exceptional extensions in programmes 1, 2, 3 and 6, subject to prior verification by the Ministry of the Plan’s overall compliance path. In developing this amendment, the Resolution of 5 May 2026 of the Minister for Housing and Urban Agenda requires that extended actions have begun before 31 December 2026.

The decree is issued under the exclusive competence of the Autonomous Community in housing matters (Article 10.One.2 of the Statute of Autonomy, approved by Organic Law 4/1982), at the proposal of the Department of Infrastructure and Territorial Development and after deliberation by the Governing Council at its meeting of 30 July 2026. It is signed by the President Fernando López Miras and the Regional Minister Jorge García Montoro, and takes effect upon its approval.

The extension strengthens the public housing stock of Lorca with five energy-efficient homes intended for social rent, in a context in which the completion of the works coincides with the same day as the publication of the regulation in the official gazette, thus ensuring the continuity of the project financed with European funds.
